I would like to see some scholarly work done on the Coast Guard’s surveillance of Japanese “fishing trawlers” off Pearl Harbor in the late 1930s. The files were still classified when made of aware of them at the National Archives in the mid-1990s. Maybe they have been declassified by now. However, they were in the State Department records and who knows.
