Having been on more than just one or two of these types of events as a “responder” in my career, I can say from experience that the CAPT is unfortunately correct. Often times, we throw bodies at the problem but without a CONOPS of how exactly these extra people will be employed (who, what, where, why). Not to mention, everyone in CG blue on-scene often wants to be seen as being the guy/gal ‘in charge’ or ‘making things happen’.
One of the main reasons ADM Papp sent then-RADM Zukunft down there to take charge was to employ a semblance of a military planning process to what rapidly became a sustained operation which overwhelmed the ICS.
