HNoMS Heyerdahl in the Svalbard archipelago

I had been under the impression that while the Russians were building up their military forces in the Arctic, that, generally, conflicts in the Arctic were being handled diplomatically. This report suggests there may be an unresolved conflict brewing in the high North.
