Fiercehomelandsecurity provided a link to a GAO report on Department of Homeland Securiy major acquisitions. I did not find most of it that interesting, but toward the end, there are summaries of individual programs. For the Coast Guard programs, they begin on page 68 (73rd page of the pdf).
