The US Naval Institute News Service provides a copy of the White House’s Fiscal Year 2018 budget outline, entitled “America First: A Budget Blueprint to Make America Great Again.”
It does not mention the Coast Guard.

There is also this FY2017 supplemental. Did not see anyting about the Coast Guard, but there are no details about the $18B in cuts. https://news.usni.org/2017/03/16/document-supplemental-fy-2017?utm_source=USNI+News&utm_campaign=f1ab009e88-USNI_NEWS_DAILY&utm_medium=email&utm_term=0_0dd4a1450b-f1ab009e88-230448833&mc_cid=f1ab009e88&mc_eid=e873a959e6
I have seen several reports and I think the amount was for a 14% cut in the Coast Guard
Correct. I found several references to that and tacked them on to comments on the possible loss of NSC#9. Total $1.3B.
Thought it was telling we did not even deserve a mention.
And here is the DHS news release. Also no mention of the CG. https://www.dhs.gov/news/2017/03/16/administrations-fiscal-years-2017-budget-amendment-and-2018-budget-requests-advance
Skinny presidential budget requests are mostly PR. (If you doubt that, look up Bush II and Obama skinny budget requests). What matters is what the Appropriations committees do in their respective bills and reports. Look for a much better sense of what is going on in the 2018 PBR expected in May – that will tell you much more about the next 4 years.
