I have seen several reports and I think the amount was for a 14% cut in the Coast Guard
Correct. I found several references to that and tacked them on to comments on the possible loss of NSC#9. Total $1.3B.
Thought it was telling we did not even deserve a mention.

Skinny presidential budget requests are mostly PR. (If you doubt that, look up Bush II and Obama skinny budget requests). What matters is what the Appropriations committees do in their respective bills and reports. Look for a much better sense of what is going on in the 2018 PBR expected in May – that will tell you much more about the next 4 years.
