Recently saw some video of a first person video drone, you know the cheap hobby drones, being used to attack a helicopter, a Russian Mi-28 attack helicopter, in Ukraine and realized this might be something we may need to be ready for.
Logically drug runners should not try this because it could encourage the Coast Guard to shoot first. Still, you can’t always expect rational behavior.
It should be obvious if someone on the smuggler’s boat is operating a transmitter. The drone itself might be easier to miss. At least maybe something to look out for.

Lessons must be learned from Ukraine. Multiple contractors are already engaged in serial manufacture of entire lines of drones land/sea/air. Exercises must provide valuable experience with applications that are just now becoming reality.
