New Finnish and Norwegian OPVs powered by LNG

Finnish Border Guards are procuring an new class of Offshore Patrol Vessel (OPV). It is fairly large at 96 meters long and 17 meters beam (315’x56′) and ice strengthened, but the most unique aspect of the design is that it is designed to use both conventional diesel and Liquified Natural Gas (LNG) as fuel. The Norwegians are also planning duel fueled OPVs, three ships of the slightly smaller Barentshav Class.

Descriptions seem to indicate that while the Norwegian ships have separate engines for diesel and LNG, the engines on the Finnish ship apparently will be able to burn either diesel or LNG.

Not only is LNG more environmentally friendly, the US is well endowed with natural gas.

  2. The Finnish Border Guard just got a 250 million euro (about US$300 million) authorization to order two new multipurpose offshore patrol vessels to replace older units on one-to-one basis. They will be similar in size and configuration to the 2014-built, 4000-tonne Turva. The new ships will join the fleet by 2025 and replace two slightly smaller OPVs, Tursas and Uisko, that were built in the mid-1980s and extensively refitted (lengthened, re-engined etc.) in the mid-2000s.

    In its tweet (unfortunately only in Finnish), the Border Guard promised to provide more information about the project in January.

    These ships are of course quite different from those operated by the USCG; the “Scandinavian pattern” they represent has its roots in the offshore industry and the multipurpose OPVs are geared more towards peacetime operations with e.g. built-in oil and chemical recovery systems, emergency towing capability, flexible deck crane outfit, and minimal onboard armament. However, Turva still features a TRS-3D radar and can function as a command ship.

        The vessels will be manufactured in Finland, utilising the best excellence of numerous Finnish companies. We want to be pioneers in the use of environmentally friendly solutions on board government vessels, so our new ships will also be low emission.

        We have always been able to identify the challenges of the future and put in place the right tools to overcome them. Coast guarding has been carried out in independent Finland for 90 years. During that time, the security environment in the Baltic Sea has been constantly changing. New solutions are now needed. We have carefully assessed the options and found that simply upgrading our aged fleet is no longer enough.

        In many ways, the Baltic Sea is a demanding and difficult operating environment. It is one of the busiest maritime areas in the world, and near misses occur. Rapid operational capacity and continuous readiness are needed to keep people, property and nature at sea safe.

        The new ships will be able to respond to the most diverse accident situations at sea. Thanks to its large size and versatile features, the new vessels will serve as bases from which boats, helicopters, surface rescuers, divers and rescue professionals can do their job.

        The Baltic Sea is exceptionally vulnerable to environmental disasters. Finland’s archipelagos and coastlines are invaluable in terms of nature values. If a large amount of oil or chemicals enter the sea as a result of a ship accident, the damage may be irreversible. Only a rapid maritime response can prevent the ruin of our shores. The new multifunctional vessels will increase this capability decisively, as they are equipped with state-of-the-art oil and chemical control systems.

        Efficient and modern ships can better guarantee the safety of our borders and ensure that even dangerous special situations can be dealt with effectively at sea as well. There is a large volume of passenger traffic in the Baltic Sea and the vast majority of all vital freight traffic. The various safety authorities’ services can quickly and effortlessly use ships to carry out their duties at sea.

        The Finnish Border Guard has received ordering powers from Parliament for the purchase of two ships. The definition of the characteristics of the vessels and the preparation of the call for tenders to be submitted to the shipyards are ongoing. We assume the choice of builder and the subsequent contract negotiations will take place during 2021. The production of vessels will take place in 2022-2024.
