“Coast Guard Polar Security Cutter (Polar Icebreaker) Program: Background and Issues for Congress, Updated May 9, 2019”

The Congressional Research Service has updated their report on the Polar Security Cutter Program. This is the first revision since the award of the contract, so there are significant changes, including a section on the selected design found on pages 5-9.

  1. Surprised the USCG awarded contract to VT Halter with ship design by Technology Associates Incorporated (TAI) which as far as know has no track record in designing ships for polar Artic/Antarctic operations, previous experiance design of a 380-foot floating riverboat casino.

    “The Polar Security Cutter appears to be among TAI’s more ambitious projects to date, outside of a 380-foot floating riverboat casino. Complicating matters, TAI appears to have substantial offices in Vizag, India. For a commercial platform, outsourcing design work to India is a fine strategy to reduce cost. But for a combatant, where design work needs to be secured and completed in the United States, firewalling the design work can be an underestimated challenge for companies used to international collaborations.”

    VT Halter marine a subsidiary of the Singapore government’s sprawling Singapore Technologies (ST) Engineering.
