The Indo-Pacific Defense Forum has a nice piece about cooperative efforts to curb Illegal, Unreported, Unregulated (IUU) fishing. USCG gets a lot of credit.
I’m never really sure how I feel about the USCG performing IUU inspections far out in the Pacific or elsewhere. I mean, how would we feel if another nations Coast Guard decided to inspect our fishing vessels in US or international waters? I feel we should train and enable local coast guards to perform these duties in their own jurisdictions, but not necessarily perform them ourselves.
There are two cases here, either we are supporting a ship rider from the country whose EEZ we are operating in, and acting under their authority, that is the normal case, or in some rare case we are in international waters inspecting “stateless” ships.
Mr. Hill is correct. By international agreement, USCG conducts these operations in territorial EEZ’s in essence acting as a transportation mode to deliver ship riders to areas of interest that they cannot otherwise do and also by showing the flag as deterrence. Most of these operations are done in conjunction with multi-faceted sensor intelligence to target and isolate potential violators. Anything USCG does in international waters is done in accordance with laws of the sea. So it is not some random, directionless activity but a mission with specific purpose and authority to execute it.
It appears DaSaint is not informed on how these things work and should now be informed that USCG does, in addition to enhancing bilateral relations, train shipriders with our law enforcement and interdiction expertise.
Also an awful lot of the US EEZ is in the Western Pacific. Guam and the Marianas are US territory.
Who else is going to help out?
It had been primarily Australia and New Zealand. Japan has supplied SE Asian Coast Guards a lot of new equipment on very favorable terms.
