Four More Fast Response Cutters

The Acquisition Directorate is reporting “The Coast Guard awarded a $166.1 million contract option to Bollinger Shipyards of Lockport, La., on September 14 to begin production of four Sentinel-class Fast Response Cutters (FRCs). ”

This is the third contract and means that eight vessels have been contracted for. Options have already been negotiated to bring the total to 34. Ultimately we plan to have 58.

I have high hopes for these vessels. They are much more capable than the ships they replace. In some respects they may be able to fill in for the ship-day deficits we will see in HEC/MEC days. At the same time, it has to be recognized that they will cost more to run than the 110s, just as the 110s cost more to run than the 95s.

Mission Modules, a Possible CG System?

For those who might be interested, here is a “pdf” with a bit of information on how the Navy is implementing their mission module concept on the Littoral Combat Ship (LCS). Unfortunately the information only covers the 30 mm gun and 60 round missile system. They are also developing mission modules for ASW and Mine Warfare.

I like the concept for the Coast Guard, in that it provides a way for Cutters to be designed to be armed for wartime missions without the service bearing the cost of maintenance, training, and personnel in peacetime. It might be applicable to the Offshore Patrol Cutter (OPC) and possibly other cutters, such as future icebreakers and arctic patrol cutters.

There have been some difficulties with the surface to surface missile (SSM) system being developed for the LCS, the non-line-of-sight launch system (NLOS-LS), which began as an Army project, but which has now been taken over by the Navy. There is a relative recent summary of the status of the project here. It does seem the Navy is going to develop something to fill this perceived need, as well as the existing hole in the decks of the LCSs. There is some additional pictures and information here. If the Navy does get NLOS-LS working, it may also be useful on much smaller vessels. Looks like a 15 round launcher might fit on the FRC.

FRC=WPC

When the new Bernard C. Webber class Fast Response Cutters are commissioned, I hope we will use the traditional designation for this type, “WPC” rather than “WFRC.” The “PC” type designation is widely recognized. Using “WFRC” would have people outside the CG (and probably more than one inside) scratching their heads.

There is a long history of WPCs in the Coast Guard. Currently we have the three WPCs of the Cyclone Class that were originally built for the Navy, that are virtually the same displacement as the Webber class. More importantly, before that, we had the  33 units of the 125 ft Active class, and the 17 units of the 165 ft Thetis Class like the Icarus and Triton, that were also the same size as the Webber Class.

PCs are typically a bit larger than PBs, making them clearly distinct from the 87 ft WPBs and the 110s WPBs  that will remain in the fleet until replaced.

It may seem trivial, but this is about both a historical link to successful cutters of the past and the integrity of a designation system that goes back almost 100 years.

US/Finish/German Naval Construction Research on Aluminum Ships

Here is a tidbit about a navy program looking at ships of Coast Guard size. It appears they are looking to tap into Finish/German expertise on Aluminum hulled ships, and find out a bit more about how they age and how damage resistant they are. As part of the research they are going to do a SINKEX on two Finish Fast Attack Craft (FAC).
