“Coast Guard releases request for information for medium-range unmanned aircraft systems” –CG-9

The Coast Guard released a request for information (RFI) Aug. 5 to determine the potential sources and the technical capability of industry to provide Group II and Group III unmanned aircraft systems (UAS), capable of deploying from Coast Guard cutters.

So what are “Group II and Group III unmanned aircraft systems (UAS)?” Wikipedia identifies the groups and provides examples.

  • Group II: Maximum weight 21 to 55 pounds (25 kg); Nominal Operating Altitude <3500 feet above ground level (AGL) (1,067 meters); speed less than 250 knots
  • Group III: Maximum weight <1320 pounds (600 kg); Nominal Operating Altitude < flight level 180 (about 18,000 feet or 5,488 meters); speed less than 250 knots

Notably the Navy’s Fire Scout is a Group IV UAS, so will not be considered. These groups do include both Insitu’s Scan Eagle, currently being used on National Security Cutters and their larger RQ-21 Blackjack. Also included are the V-Bat which has been tested on a Coast Guard WMEC and a number other vertical take-off and landing capable UAS.

The RFI appendix 1, entitled “Draft System Performance Specifications (SPS)” is 11 pages long and provides much more detail. I will mention only some highlights and these are only the minimums, there are also higher objective criteria:

  • Endurance: 12 hours
  • Dash speed: 70 knots
  • Cruise speed: 50 knots
  • Service ceiling: 3,000 feet
  • Range: 40 nmi in clear weather, 35 in light rain
  • The UA shall provide fully automated flight operations, including launch and recovery.
  • The UA shall have space, weight, and power to concurrently operate: Electro-Optical (EO) sensor, Infra-Red (IR) sensor, AIS, VHF/UHF communications relay, aeronautical transponder, and non-visible IR marker. [KPP]
  • At an operating altitude of 3,000 feet when the UAS is directly overhead of the target of interest (no slant range), the UA shall be acoustically non–detectable per MIL STD-1474 (series), Level 1 requirements (quiet rural area with the closest heavily used highway and community noises at least 2.5 miles away).

Notably there is no mention of radar or vidar, although Vidar is an EO sensor currently used by Scan Eagle UAS operating from National Security Cutters. There is also this,

The UA shall be capable of accepting modular payloads. Modular payloads are defined as payloads that can be replaced or interchanged with the previously-installed EO or IR payload(s) within one to two hours (elapsed time). Modular payloads may be government provided.

I did find this interesting, “The UA shall launch and recover while a static MH-65 is spotted with blades unfolded on the flight deck.”

The drawings contained in Appendix 2 indicate that these Unmanned Aircraft are intended for Bertholf class “National Security” cutters. Appendix 1 also sounded like these would be contractor operated, as are the Scan Eagles currently being deployed on National Security Cutters.

Since these specs are not too different from the Scan Eagles already being used on National Security Cutters, the Coast Guard may be just checking the competition to see what else is out there. On the other hand, perhaps some of the requirements may not be being met by the Scan Eagle UAS we are currently using. That the RFI provided only 17 days from issue to deadline for response, suggests the Coast Guard had already been been in communications with “the usual suspects.”


Coast Guard releases request for information for medium-range unmanned aircraft systems

The Coast Guard released a request for information (RFI) Aug. 5 to determine the potential sources and the technical capability of industry to provide Group II and Group III unmanned aircraft systems (UAS), capable of deploying from Coast Guard cutters.

The Coast Guard is interested in UAS that include fully automatic flight operations, have a minimum endurance of 12 hours and can be launched and recovered from a cutter flight deck. For Coast Guard mission success, UAS need to be capable of carrying a payload including electro-optical and infrared sensors and communications relay. Technological readiness level and degree of commonality and interoperability with existing Department of Homeland Security or Department of Defense programs are also of interest.

All Currently Commissioned NSC to Have Small Unmanned Air Systems by the End of the Year

The Acquisitions Directorate (CG-9) has announced that all eight currently commissioned National Security Cutters should have small unmanned aircraft systems but the end of the calender year (quoted below). Presumably these will be Scan Eagle systems. Intention is to have these on the Offshore Patrol Cutters as well. 

“The Coast Guard’s small unmanned aircraft system (sUAS) for national security cutter (NSC) program reached a milestone March 4 when Rear Adm. Michael Johnston, assistant commandant for acquisition and chief acquisition officer, approved a move to full production, called ADE-3. This allows the program to move forward with outfitting the remainder of the Service’s operational NSCs with sUAS capability.

“The Coast Guard awarded a contract June 6, 2018, to Insitu for the procurement of sUAS capability on three NSCs and options to outfit the rest of the NSC fleet in future years. In 2019, the Commandant expressed the service’s intent to accelerate delivery of the capability. The sUAS program office, aided by Naval Information Warfare Center-Atlantic, developed an aggressive strategy to install and employ the sUAS capability onboard all operational NSCs by the end of calendar year 2020. The ADE-3 approval allows the newly implemented schedule to continue as set. The program is currently on track to meet guidance to double installation rates by the end of calendar year 2020.

“Coast Guard Cutters Stratton, James, Munro, Kimball and Waesche are fully outfitted with sUAS capability. Coast Guard Cutters Bertholf, Hamilton and Midgett are all currently being outfitted with the sUAS capability. Coast Guard Cutter Bertholf is scheduled to be fully mission capable in summer 2020 with Hamilton and Midgett on track to be completed before the end of the calendar year.

“A UAS consists of an unmanned aircraft, its mission payloads, launch and recovery equipment, ground support equipment, and data and control links. The Coast Guard requires a UAS that can remain on station for extended periods, expand maritime domain awareness and disseminate actionable intelligence on maritime hazards and threats.

Below is a news release regarding USCGC Stratton’s recent activities including those in support of UN sanctions against North Korea. For some time, I thought we might have a role in this. Apparently we still have not done an at sea boarding to enforce sanctions. Boardings have been authorized by the UN. That may be the next step. I have linked some previous posts for background.

In two of the photos below, the Stratton is being shadowed by China Coast Guard vessels. The one seen on the left, in the picture with Stratton’s 11 meter boat is one of the new Type 818 cutters are based on the Type 054 frigates, this class cutter is also discussed here. The China CG cutter seen in the photo right center is, I believe, one of their 12,000 ton cutters, the largest in the world. This class is discussed here, with updates in the comments. It appears to be missing the twin 76mm gun seen earlier on this class.

PUERTO PRINCESA, Philippines —The U.S. Coast Guard Cutter Stratton (WMSL 752) pulled into Puerto Princesa October 14, for Maritime Training Activity (MTA) Sama Sama following operations in the Yellow Sea where the crew supported United Nations Security Council Resolution (UNSCR) enforcement against illicit ship-to-ship transfers that violate sanctions against the Democratic People’s Republic of Korea (DPRK).

The operations are a part of the United States’ ongoing contribution to international efforts in combatting DPRK’s maritime sanctions evasion activity. Ship-to-ship transfers of fuel and goods, like coal, going to and from DPRK are prohibited under the UNSCR.

Stratton personnel captured imagery of suspected illicit ship-to-ship transfers and conducted routine activities to detect, deter, and disrupt activities in violation of UNSCR.

Maritime Training Activity (MTA) Sama Sama is a maritime exercise designed to promote regional security cooperation, maintain, and strengthen maritime partnerships and enhance maritime interoperability. This is the first year the Japanese Maritime Defense Force will participate alongside U.S. and Philippine navy counterparts.

The exercise will consist of both shore-based and at-sea activities designed to allow participating navies to advance the complex maritime training utilizing diverse naval platforms and operating areas.

The U.S. Coast Guard has an enduring role in the Indo-Pacific, going back over 150 years. The service’s ongoing deployment of resources to the region directly supports U.S. foreign policy and national security objectives in the Indo-Pacific Strategy and the National Security Strategy.

As both a federal law enforcement agency and an armed force, the U.S. Coast Guard is uniquely positioned to support combatant commanders on all seven continents. The service routinely provides forces in joint military operations worldwide, including the deployment of cutters, boats, aircraft and deployable specialized forces.

“All of Stratton’s operations are designed in accordance with international law and demonstrate that the United States will fly, sail, and operate wherever international law allows,” said Capt. Bob Little, Stratton’s commanding officer. “That is as true in the South and East China Seas, as in other places around the globe. Our efforts in support of enforcing U.N. Security Council Resolutions in the Yellow Sea demonstrate that commitment.”
