“C4F’s Hybrid Fleet Completes Target Detection Test” –4th Fleet

Below is a 4th Fleet News Release. This development will have obvious impact on Coast Guard drug and alien migrant interdiction efforts. This is a result of extending experimentation with unmanned systems to 4th Fleet in much the same way it was done in 5th fleet.

C4F’s Hybrid Fleet Completes Target Detection Test

Joint Interagency Task Force South (JIATF-South) and Saildrone successfully completed an evaluation of the unmanned surface vessel Saildrone Voyager’s radar and electronic sensors against surface targets in the vicinity of Key West September 29, 2023.

Part of U.S. 4th Fleet’s campaign to inform the hybrid fleet, the evaluation looked at how many Saildrones the fleet would need to cover a given area of water and optimize the probability that the Saildrones would detect suspected drug runners at sea.

“This successful detection test is the completion of one small step in our campaign to inform the hybrid fleet,” said Capt. David Fowler, U.S. 4th Fleet’s Maritime Operations Center Director. “This is the type of testing and development that we can conduct even as we move toward continuous hybrid operations in the Caribbean.”

Right now continuous operations are underway with Operation Windward Stack. The U.S. 4th Fleet operation deploys long-dwell Saildrone unmanned surface vessels (USVs) to the Windward Passage in the Caribbean order to operationalize the combination of unmanned and manned systems in normal day-to-day operations.

In the coming months, other long-dwell USVs, interceptor USVs, long range UAVs, and VTOL UAVs will join the Saildrones in Operation Windward Stack. These systems will combine with traditional naval surface vessels to expand maritime domain awareness (MDA) and define combinations of unmanned and manned forces that work best for specific operations.

“Exercise Digital Talon Advances Unmanned Lethality at Sea” –U.S. Naval Forces Central Command

Below is a US Naval Forces Central Command news release that included the video above.

While the Unmanned Surface Vessel was identified as a MARTAC T38 Devil Ray USV, the weapon was not identified. I think we can be pretty the “Lethal Miniature Aerial Missile System” was the AeroVironment Switchblade 300 launched from their Multipack Launcher (MPL).

The Drive has a more extensive report, “Switchblade Kamikaze Drone-Armed Uncrewed Fast Boat Tested.

I have suggested this weapon would be almost ideal for the Coast Guard, should they need to stop a terrorist attack using a small, fast, highly maneuverable boat.

As a counter such an attack, this weapon is far better than a 7.62mm or .50 caliber machine gun. 

  • It has a range of up to 20km so it could engage a target far earlier than a machine gun and from outside the effective range of hostile small arms fire.
  • With a sprint speed of 100 mph (87 knots) it can cover the 2200 yards nominal effective range of the .50 caliber in about 45 seconds.
  • It has demonstrated a high probability of a first round hit on target.
  • It has a man in the loop function so it can be aborted if necessary.
  • There is little danger of collateral damage compared to firing multiple bursts from a crew served machine gun mounted on a bouncing highspeed boat.

MANAMA, Bahrain –November 02, 2023

U.S. Naval Forces Central Command (NAVCENT) is advancing lethality and the combat capabilities of unmanned surface vehicles (USVs) during live weapons firing exercises in the international waters surrounding the Arabian Peninsula, Oct. 23.

The firing exercises were conducted as part of Exercise Digital Talon and constituted the first use of lethal munitions from USVs in the Middle East region.

During the exercise, NAVCENT’s Task Force 59, the Navy’s first Unmanned and Artificial Intelligence Task Force, demonstrated the ability of unmanned platforms to pair with traditionally crewed ships in “manned-unmanned teaming” to identify and target simulated hostile forces at sea. The hostile forces were represented through the use of a target boat. Then, using live munitions launched from another unmanned platform, NAVCENT forces engaged and destroyed the targets.

During multiple firing events, a MARTAC T38 Devil Ray USV, equipped with a Lethal Miniature Aerial Missile System, successfully scored direct hits each time. A human operator ashore at Task Force 59’s Robotics Operations Center made the engagement decisions.

Digital Talon was coordinated with and supported by Commander, Special Operations Forces Central Command.

This exercise is the second time in as many months the U.S. Navy has successfully demonstrated advanced unmanned capabilities in the region, according to Vice Adm. Brad Cooper, NAVCENT commander. In September, unmanned underwater surface and aerial vehicles were able to track Iranian Navy and Islamic Revolutionary Guard Corps Navy ships and small boats over several days during routine patrols in and around the Strait of Hormuz.

“We are focused on the operational application of new, cutting-edge unmanned systems and artificial intelligence technologies. Last month, we integrated 12 different unmanned platforms with manned ships for ‘manned-unmanned teaming’ operations to conduct enhanced maritime security operations in the waters surrounding the Arabian Peninsula,” he said. “During Digital Talon, we took a significant step forward and advanced our capability to the ‘next level’ beyond just maritime domain awareness, which has been a traditional focus with Task Force 59. We have proven these unmanned platforms can enhance fleet lethality. In doing so, we are strengthening regional maritime security and enhancing deterrence against malign activity.”

Looking ahead, Cooper said, he expects to see the progress expand in scale and impact, including future exercises expanding the arsenal of combat-capable unmanned systems.

“I’m excited about the direction we’re headed,” he said.

U.S. Naval Forces Central Command/U.S. 5th Fleet’s area of operations encompasses about 2.5 million square miles of water area and includes the Arabian Gulf, Red Sea, Gulf of Oman, Gulf of Aden, Arabian Sea and parts of the Indian Ocean. This expanse, comprising 21 nations, includes three critical choke points at the Strait of Hormuz, the Suez Canal and the Strait of Bab al Mandeb.

Ukrainska Pravda reports,

The Security Service of Ukraine, together with the Ukrainian Navy, has attacked the Buyan cruise missile carrier and the ship Pavel Derzhavin using experimental weapons on uncrewed surface vessels…both vessels were hit by Sea Baby drones with experimental weapons.

The Buyan cruise missile carrier or Buyan-M (that is the name of the class, not a specific ship) is a small, 949 ton full load, 75 meter (246′) corvette armed with up to eight cruise missiles similar in capability to the American Tomahawk.

Pavel Derzhavin is a Project 22160 class patrol ship, a bit bigger than the Buyan-M at 94 meters (308 ft) in length, but not as heavily armed.

I found the reference to “Sea Baby drones with experimental weapons” interesting, not that the Sea Baby drone was experimental, so I presume the warhead was experimental. Various reports seem to indicate the explosion was extremely loud and created a great deal of smoke. This could have been the result of secondary explosions.

It is not clear if the two ships were sunk.

“U.S. 5th Fleet Enhances Middle East Maritime Security with Unmanned Capabilities” –NAVCENT

Below is a 6 October news release from U.S. Naval Forces Central Command Public Affairs. It notes Coast Guardsmen were involved, presumably PATFORSWA, but no details of how. All the photo here accompanied the release.


MANAMA, Bahrain —

Last month, naval forces in the Middle East region successfully integrated unmanned platforms with traditionally crewed ships and aircraft to conduct enhanced maritime security operations in the waters surrounding the Arabian Peninsula.

Seven task forces falling under U.S. 5th Fleet integrated 12 different unmanned platforms with manned ships for “manned-unmanned teaming” operations, tracking Iranian Navy and Islamic Revolutionary Guard Corps Navy (IRGCN) ships and small boats over several days during routine patrols in and around the Strait of Hormuz.

This operation bolstered presence in and around a critical chokepoint that in recent months has seen Iran unlawfully seize internationally flagged merchant ships.

Unmanned underwater vehicles (UUVs), unmanned surface vehicles (USVs) and unmanned aerial vehicles (UAVs) were involved in the operation.

“We have been operating UAVs and UUVs in the region for years,” said Capt. Joe Baggett, Director of Maritime Operations for U.S. Naval Forces Central Command and U.S. 5th Fleet. “Adding our new USVs, and then integrating all of these platforms into fleet operations, is how we expect to fly and sail well into the future.”

Sailors, Marines, Coast Guardsmen, ships and aircraft from Task Force 51/5 (Amphibious/Marine), Task Force 52 (Mine Countermeasures), Task Force 53 (Logistics), Task Force 55 (Surface Warfare), Task Force 56 (Expeditionary), Task Force 57 (Patrol/Reconnaissance) and Task Force 59 (Unmanned/Artificial Intelligence) conducted the operations.

“The integration of new, multidomain unmanned platforms into routine fleet operations provides more ‘eyes on the water,’ enhancing maritime domain awareness and increasing deterrence in the region,” said Vice Adm. Brad Cooper, Commander, U.S. Naval Forces Central Command and U.S. 5th Fleet.

Cooper added that collectively, these platforms support the safe navigation and free flow of commerce through vital regional chokepoints, particularly around the Strait of Hormuz.

“This enhanced maritime security serves as a deterrent against malign activity and strengthens regional stability, which is good for everybody,” he said.

Saildrones Set Sail in Support of U.S. 4th Fleet’s Operation Windward Stack

Commercial operators began deploying 10 Saildrone Voyager Unmanned Surface Vessels (USVs) out to sea today, a critical first step in U.S. 4th Fleet’s Operation Windward Stack.

Launched from Naval Air Station Key West’s Mole Pier and Truman Harbor, the Saildrones’ mission once on station is to improve maritime domain awareness, or MDA, by detecting and quantifying targets that pass within range of the Saildrones’ sensors.

Operation Windward Stack is a long-term operation of unmanned and manned forces working together, also known as a hybrid fleet, as envisioned by the Secretary of the Navy and the Chief of Naval Operations. Windward Stack is part of 4th Fleet’s unmanned integration campaign, which provides the Navy a region to experiment with and operate unmanned systems in a permissive environment, develop Tactics, Techniques, and Procedures (TTPs) against near-peer competitors, and refine manned and unmanned Command and Control (C2) infrastructure, all designed to move the Navy to the hybrid fleet.

First, operators and watchstanders at U.S. 4th Fleet will conduct tests and coordinate information flow as the solar-powered Saildrones sail into the Caribbean. “Operation Windward Stack begins with testing as we integrate the information we receive from the Saildrones into our fleet command center to further increase maritime domain awareness in the U.S. Southern Command Area of Responsibility (AOR),” said Lt. Cmdr. John Clark, U.S. 4th Fleet’s Current Operations (COPS) Director. “We will eventually have the opportunity to work through the command and control of both manned and unmanned forces operating throughout our region.”

The 10 Saildrones will serve as the initial unmanned vessels in the operation. Plans are to add additional USVs, unmanned aerial vehicles (UAVs) and manned maritime forces over the next few months to further challenge C2 integration and to expand the MDA coverage.

“We were able to demonstrate coordinated operations of manned and unmanned forces during UNITAS LXIV, a multinational maritime exercise, but that was for a relatively short time,” said Capt. David Fowler, U.S. 4th Fleet Maritime Operations Center (MOC) Director. “With Windward Stack, we’re going to coordinate these operations for many months. That is how we will truly learn what these unmanned vessels can do for us on a day-to-day basis.”

“Southern Command: Russia disperses ships in fear of Ukrainian strikes” –Kyiv Independent

Kyiv Independent reports,

Russia has dispersed its naval forces in the Black Sea between the southeastern coast of Crimea and Novorossiysk in fear of Ukrainian surface drone strikes, Southern Command spokesperson Natalia Humeniuk said on Aug. 18.

Well, the US Navy is all a twitter about “Distributed Maritime Operations” (DMO) so is this a good idea for the Russian Black Sea Fleet? Like most such questions, it depends.

It depends on how good Ukrainian intelligence is. The supposed advantage for the Russian Fleet would be that their ships are harder to find, but is this case? Not only does Ukraine have access to some Western intelligence sources, but they seem to have good independent intelligence. All their successful USV attacks seem to have been against valid targets though there are many more potential targets that were not directly supporting the Russian military. When Russian ships are in port, the Ukrainians are going to know it.

Convoying has been a feature of Naval Warfare for over a thousand years because it is a defensive tactic that takes the choice of where and when to concentrate out of the hands of the offense. Spreading out the potential targets requires diluting the defense. That leaves the choice of where and when to concentrate effort in the hands of the Ukrainians.

To be successful, the defense has to detect all of the incoming USVs at a distance from their target and have sufficient numbers of countermeasures systems, in the right place, to engage all incoming USVs as they are detected.

The Ukrainian USVs don’t seem to be too hard to defeat once they are detected. Most of the successful countermeasures seem to have used machineguns, but you need one or more within effective range to engage every attacking USV.

The Ukrainians have told the world that no Russian Black Sea port is safe.

On August 4, Ukraine’s maritime authorities issued a “war risk area warning” to all international mariners headed for six Russian Black Sea ports, including Novorossiysk and the smaller oil-exporting terminals of Tuapse and Taman. The warning is scheduled to go into effect on August 23 and continue “until further notice” (Interfax-Ukraine, August 5). And on August 8, Zelenskyy’s economic adviser Oleh Ustenko told US media that “everything the Russians are moving back and forth on the Black Sea are our valid military targets,” including oil tankers or terminals.

When you multiply the number of points you have to defend, you divide your defensive force. USVs are cheap and readily produced. Ukraine will not have trouble finding targets. Ukraine will attempt to overwhelm the defenses by creating situations where even if the defense is taking out say four out of five or six out of seven attacking drones, the Russians still loose, even if it is only one ship at a time.

Damage Resulting from Ukrainian USV Attacks –The Drive

The Drive provides information showing the results of Ukrainian Unmanned Surface Vessel (USV) attacks on a small Russian tanker and a Russian Navy LST. Reportedly the USVs were equipped with 450 kg of explosives (about 1000 pounds). The explosions occurred essentially at the waterline. Had the explosions occurred well below the waterline, or particularly below the keel, the effect would have been greater. Even in the photo above, it appears the explosion cause more damage below the waterline than above. Had it been well above the waterline, the effect on the ship would probably have been less, but similar sized bomb or missile hits on the superstructure would likely have caused more personnel casualties.

The Drive has a post discussing 5th Fleet/NAVCENT’s pioneering work with Unmanned surface systems (UAS) and the creation of Task Force 59.

Coast Guard Webber class patrol craft are prominent in the operation as they have been in previous UAS operations. I suspect this is because the WPCs are readily available to the 5th Fleet commander. Their size and maneuverability make them easier to operate in close proximity to the small UAS (and in the vicinity of Iranian Revolutionary Guard Corp (IRGC) small craft). They are heavily armed enough to prevent the IRGC from stealing the UAS. They have tried to do it in the past

Specs on the 13 foot L3 Harris Arabian Fox (40 knot maximum speed and 36 hour endurance) lend credibility to the long-range reported for Ukrainian Kamikaze UAS, up to 450 nautical miles (approximately 833 km).

“Ukraine Situation Report: Photos Show Damage To Russian Tanker After Drone Boat Strike” –The Drive

The Drive has an excellent report on the sea drone attack on Russian Tanker Sig, including photos of the damage.

Looking at the video above, it is apparent that it starts with the unmanned surface vessel alongside ship or structure which might have been a point of reference. It makes a sharp high-speed turn until about time 0:19, when the target came clearly into view at a relatively short distance. This is a 37 second video, assuming 40 knots the UAS could go 4,000 yards in three minutes or only about 822 yards in the 37 seconds. The last 18 seconds when the UAS is pointed at the target would be a distance of about 400 yards.

The post also notes that Ukraine has declared six Russian Black Sea ports subject to “War-Risk.”
