“State of the Coast Guard 2022” (Updated)

There is an awful lot in the 13 pages. Much of it deals with how the Coast Guard hopes to provide a better life for its members and their families. I will not attempt to summarize. I will mention a couple of revelations that I think may be new.

Three FRCs will be homeported in Tampa Bay with Sector Saint Petersburg. This will bring the final number of FRCs in the 7th District up to at least 23. We repeatedly see these little ships doing fisheries and drug and migrant interdiction missions in the waters off Florida, the Gulf of Mexico and the Caribbean that would have previously been performed by WMECs. This frees the larger cutters to perform missions in more demanding environments.

We have seen a growing tendency to group long range assets. Apparently, this will continue.

We’re developing geographic centers of gravity, creating more Coast Guard hubs like Portsmouth and Alameda… These new or improved operating hubs will be in  Charleston, Seattle, Pensacola, Los Angeles, and Newport, Rhode Island… These operating hubs will allow us to better support our operational assets, and to further support the geographic stability of our workforce.

To some extent these centers of gravity exploit infrastructure built by the Navy but now considered excess. This applies to at least Charleston, Pensacola, and Newport.

These “centers of gravity” suggests expansion or creation of additional Support Centers. It may also suggest where Offshore Patrol Cutters (OPCs) will be homeported. We already know at least two OPCs each are going to San Pedro (Los Angeles), Kodiak, and Newport. Alameda already has four National Security Cutters (NSC) and Charleston will have five when all are completed. Seattle will most certainly be the homeport for three Polar Security Cutters. This suggest that at least Portsmouth, Pensacola, Los Angeles, and Newport will host large numbers of OPCs, perhaps as many as six. If that were to be the case, it would mean 14 large patrol cutters in Pacific Area (6 NSCs and 8 OPCs) and 22 in Atlantic Area (5 NSCs and 17 OPCs).

That would be close to the historic split of resources, but recent developments, including the success of the FRCs and IUU concerns in the Pacific, suggest we may have more large ships in the Pacific, perhaps a third OPC in Kodiak and up to three in Seattle or more likely Honolulu. That would make the split 18 in PAC Area and 18 in LANT Area.

“Report to Congress on Coast Guard Cutter Procurement” –CRS, Updated October 19, 2021″ –CRS

The Congressional Research Service has again updated their “Report to Congress on Coast Guard Cutter Procurement”. (This link will always take you to the most recent edition of the report.) My last post on this evolving document was in reference to a 15 September, 2021 update. The questions raised in that report remain largely unanswered. I have reproduced the one page summary in full below. The summary does not appear to have changed, except to reflect the commissioning of the 45th FRC. But first I will highlight what I believe to be the changes since the last update. The significant changes reflect the Senate’s actions reported on pages 27 and 28.

Senate

The Senate Appropriations Committee, in the explanatory statement it released on October 18, 2021, for the FY2022 DHS Appropriations Act (S. XXXX), recommends the funding levels shown in the SAC column of Table 2. (PDF page 144 of 160) The explanatory statement states:

Offshore Patrol Cutter [OPC].—The Committee provides the requested amount of $597,000,000 for the construction of the fourth OPC and LLTM for the fifth OPC. While the Committee supports OPC procurements, the Committee remains concerned about costs for the program and continues the requirement for the Coast Guard to brief the Committee within one week prior to taking any procurement actions impacting estimated costs for the OPC program.

Fast Response Cutter [FRC] Program.—In accordance with the Coast Guard’s recapitalization plan, the Committee has completed funding for the replacement of legacy 110-foot Island Class patrol boats with FRCs that will operate similarly in the coastal zone. The Coast Guard is encouraged to notify the Committee if additional FRCs are necessary to support the Department of Defense in Patrol Forces Southwest Asia. (PDF page 69 of 160)

The explanatory statement also states:

Fleet Mix Analysis.—The Committee recognizes ongoing acquisition programs for various cutter classes that are responsible for many of, but not all, Coast Guard missions. While programs have correctly been prioritized around recapitalizing the oldest vessels in the fleet, several cutter classes are rapidly approaching the end of their service lives, while others have long surpassed their service lives. In order to best understand future capital investment needs, the Coast Guard shall provide to the Committee within 180 days of the date of enactment of this act, a comprehensive analysis that provides a fleet mix sufficient to carry out the assigned missions of the Coast Guard and other emerging mission requirements. The Coast Guard shall brief the Committee within 60 days of the date of enactment of this act on its plans to carry out this requirement.

Full-Funding Policy.—The Committee again directs an exception to the administration’s current acquisition policy that requires the Coast Guard to attain the total acquisition cost for a vessel, including long lead time materials [LLTM], production costs, and postproduction costs, before a production contract can be awarded. This policy has the potential to make shipbuilding less efficient, to force delayed obligation of production funds, and to require post-production funds far in advance of when they will be used. The Department should position itself to acquire vessels in the most efficient manner within the guidelines of strict governance measures.

Domestic Content.—To the maximum extent practicable, the Coast Guard shall utilize components that are manufactured in the United States when contracting for new vessels. Such components include: auxiliary equipment, such as pumps for shipboard services; propulsion equipment, including engines, reduction gears, and propellers; shipboard cranes; and spreaders for shipboard cranes. Summary

The Coast Guard’s program of record (POR), which dates to 2004, calls for procuring 8 National Security Cutters (NSCs), 25 Offshore Patrol Cutters (OPCs), and 58 Fast Response Cutters (FRCs) as replacements for 90 aging Coast Guard high-endurance cutters, medium-endurance cutters, and patrol craft. The Coast Guard’s proposed FY2022 budget requests a total of $695.0 million in procurement funding for the NSC, OPC, and FRC programs, including $597 million for the OPC program.

NSCs are the Coast Guard’s largest and most capable general-purpose cutters; they are replacing the Coast Guard’s 12 Hamilton-class high-endurance cutters. NSCs have an estimated average procurement cost of about $670 million per ship. Although the Coast Guard’s POR calls for procuring 8 NSCs to replace the 12 Hamilton-class cutters, Congress through FY2021 has fully funded 11 NSCs, including the 10th and 11th in FY2018. In FY2020, Congress provided $100.5 million for procurement of long lead time materials (LLTM) for a 12th NSC, so as to preserve the option of procuring a 12th NSC while the Coast Guard evaluates its future needs. The Coast Guard’s proposed FY2022 budget requests $78.0million in procurement funding for activities within the NSC program; this request does not include further funding for a 12th NSC. The Coast
Guard’s proposed FY2022 budget also proposes rescinding $65.0 million of the $100.5 million in FY2020 funding for LLTM for a 12th NSC, “allowing the Coast Guard to focus investments on building, homeporting, and crewing Polar Security Cutters and Offshore Patrol Cutters.” The remaining $35.5 million appropriated in FY2020 for LLTM would be used to pay NSC program costs other than procuring LLTM for a 12th NSC. Nine NSCs have entered service; the ninth was commissioned into service on March 19, 2021.

OPCs are to be less expensive and in some respects less capable than NSCs; they are intended to replace the Coast Guard’s 29 aged medium-endurance cutters. Coast Guard officials describe the OPC and PSC programs as the service’s highest acquisition priorities. OPCs have an estimated average procurement cost of about $411 million per ship. The first OPC was funded in FY2018. The Coast Guard’s proposed FY2022 budget requests $597.0 million in procurement funding for the fourth OPC, LLTM for the fifth, and other program costs. On October 11, 2019, the Department of Homeland Security (DHS), of which the Coast Guard is a part, announced that DHS had granted extraordinary contractual relief to Eastern Shipbuilding Group (ESG) of
Panama City, FL, the builder of the first four OPCs, under P.L. 85-804 as amended (50 U.S.C. 1431-1435), a law that authorizes certain federal agencies to provide certain types of extraordinary relief to contractors who are encountering difficulties in the performance of federal contracts or subcontracts relating to national defense. The Coast Guard is holding a full and open competition for a new contract to build OPCs 5 through 15. On January 29, 2021, the Coast Guard released a Request for Proposals (RFP) for this Stage 2 contract, as it is called. Responses to the RFP were due by May 28, 2021. The Coast Guard plans to award the Stage 2 contract in the second quarter of FY2022.

FRCs are considerably smaller and less expensive than OPCs; they are intended to replace the Coast Guard’s 49 aging Island-class patrol boats. FRCs have an estimated average procurement cost of about $65 million per boat. A total of 64 have been funded through FY2021, including four in FY2021. Six of the 64 are to be used by the Coast Guard in the Persian Gulf and are not counted against the 58-ship POR quantity for the program, which relates to domestic operations. As of October 19, 2021, 45 of the 64 have been commissioned into service. USCGC Kimball seems to have had an unusual ALPAT (Alaska Patrol). They got up into the Chukchi Sea North of the Bering Strait that separates Alaska from Russian Siberia, interacted with vessels of our Canadian and Japanese allies, and shadowed Chinese warships transiting in the US EEZ off the Aleutians.

It may seem odd sending a Hawaii based cutter to Alaska, but Oahu is almost exactly due South of Kodiak. It is only about 520 nautical miles further away than Alameda, the only other Pacific base for Bertholf class cutters.

Coast Guard Cutter Kimball returns to homeport after patrol in Bering Sea and Arctic

JUNEAU, Alaska – The crew of Coast Guard Cutter Kimball returned to homeport in Honolulu, Hawaii Thursday following a 66-day patrol in the Bering and Chukchi Seas.

The crew traveled nearly 13,000 nautical miles since departing Honolulu Aug. 21, including through the Bering Strait and into the Arctic Ocean. With Arctic sea ice melting, these distant travels are important in helping the U.S. Coast Guard conduct a range of operations in the high latitudes as fish stocks and maritime traffic moves north.

The Kimball crew conducted 18 targeted living marine resources boardings; the most a national security cutter has completed during a single patrol in the 17th District area of responsibility.

“These law enforcement boardings maximized our presence in the Bering Sea,” said Petty Officer 1st Class Samuel Cintron, Kimball lead law enforcement petty officer. “Each boarding team member was instrumental to the success of the operation and reinforced the Coast Guard’s position on protecting national security and domestic fisheries.”

More than 65 percent of fish caught in the United States is harvested from Alaskan waters, generating more than $13.9 billion annually.

The Kimball crew conducted at-sea drills with key maritime partners including the Royal Canadian Naval Ship Harry DeWolf and Japanese Maritime Self-Defense Force training vessel Kashima. In each instance, the ships operated alongside one another and exchanged visual communications, followed by honors. This display of maritime cooperation and mutual respect emphasizes the United States’, Canada’s, and Japan’s continued commitment to one another and to partnership at sea.

During the deployment, Kimball crew observed four ships from the People’s Liberation Army Navy (PLAN) operating as close as 46 miles off the Aleutian Island coast. While the PLAN ships were within the U.S. exclusive economic zone, they followed international laws and norms and at no point entered U.S. territorial waters. All interactions between the Kimball and PLAN were in accordance with international standards set forth in the Western Pacific Naval Symposium’s Code for Unplanned Encounters at Sea and Convention on the International Regulations for Preventing Collisions at Sea.

The Kimball crew conducted astern refueling at sea with Coast Guard Cutter Oliver Berry, a fast response cutter also homeported in Honolulu. This capability significantly extends the operational range of FRCs.

Commissioned in 2019, Kimball is the Coast Guard’s seventh national security cutter.  These assets are 418-feet-long, 54-feet-wide and have a displacement of 4,600 long-tons. With a range of 13,000 nautical miles, the advanced technologies of this class are designed to support the national objective to maintain the security of America’s maritime boundaries and provide long range search and rescue capabilities.

Alameda, Calif. – The U.S. Coast Guard Cutter Munro (WMSL 755) and crew returned to their Alameda homeport Wednesday following a 102-day, 22,000-nautical-mile deployment to the Western Pacific.

Munro departed Alameda in July to the Western Pacific to operate under the tactical control of U.S. Navy 7th Fleet to promote a free and open Indo-Pacific.

“Munro’s deployment demonstrated the Coast Guard’s unique authorities in support of the Indo-Pacific command,” said Vice Adm. Michael F. McAllister, commander Coast Guard Pacific Area. “Joint operations help strengthen our partnerships through search and rescue, law enforcement, marine environmental response and other areas of mutual interest which preserve a stable and secure global maritime environment.”

Munro’s crew executed numerous cooperative engagements, professional exchanges and capacity building efforts with naval allies and partners, including the Japan Coast Guard, Japan Maritime Self Defense Force, Philippine Coast Guard and Bureau of Fisheries and Aquatic ResourcesRoyal Australian Navy, and Indonesia Maritime Security Agency.

“Our relationships in the Western Pacific are stronger today, and our partners are unified in their commitment to security,” said Capt. Blake Novak, commanding officer of Munro. “It was an incredible opportunity for our crew to participate alongside allies, sharing search and rescue and law enforcement concepts to promote peace, prosperity, and the sovereign rights of all nations.”

As both a federal law enforcement agency and an armed force, the U.S. Coast Guard is uniquely positioned to conduct defense operations in support of combatant commanders on all seven continents. The service routinely provides forces in joint military operations worldwide, including the deployment of cutters, boats, aircraft, and deployable specialized forces.

Munro is one of four 418-foot national security cutters homeported in Alameda. National security cutters like Munro feature advanced command and control capabilities, aviation support facilities, stern cutter boat launch, and increased endurance for long-range patrols, enabling the crews to disrupt threats to national security further offshore.

A quick nod to an often overlooked system on the NSC and I think the OPC.

Navy Recognition reports a contract award to L3Harris.

The MK20 Mod 1 has three primary functions – EOSS/GWS integration, automatic target detection and tracking, and day/night video surveillance. These functions effectively support multiple mission requirements for full-spectrum surface detection, identification, surveillance, and target assessment. The MK20 Mod 1 supports operations including anti-surface and anti-air warfare, spotting and damage assessment, target detection and identification, naval gun fire support, safety check-sight, location/track of man overboard, and channel position and navigation.

The 11-meter Naval Special Warfare Rigid Inflatable Boats (11m NSW RIBs) are constructed of composites with an inflatable tube gunwale made of reinforced fabric. They can operate in heavy seas and winds of 45 knots. The 11m NSW RIB carries a crew of three and a SEAL element (eight passengers) in its Naval Special Warfare role and is used increasingly by Naval Expeditionary Warfare in a marine interdiction/visit board search and seizure (VBSS) role, organic to LPD 17-class ships, with a Navy crew of three and a Marine Corps boarding team. The Navy VBSS variant includes a lifting bail for launch and retrieval from LPD 17-class ships.

There was a bit of a surprise in report,

This contract combines purchases for the Coast Guard (23%) (Emphasis applied–Chuck) and foreign governments as assigned by the Defense Security Cooperation Agency in accordance with Building Partnership Capacity and Foreign Military Sales programs.

I am just guessing, but 23% of 35 boats would be eight. I might also point out that the Bertholf class National Security Cutters can launch 11 meter boats from their stern ramps. They could probably carry two.

Of course this does not mean SEAL teams will be operating from Coast Guard Cutters. We should not assume that. Its a boat, probably a good boat.

I missed this addition in my last look at the report. From page 22/23:

August 2021 House Committee Request for GAO Review

In a letter dated August 16, 2021, the House Transportation and Infrastructure Committee requested GAO to review the management of the OPC program and the Coast Guard’s efforts for managing its existing medium endurance cutters. The letter stated:

Initially projected to cost about $12 billion over its 30-year life cycle, the [OPC] program recently experienced significant cost and schedule delays….

In addition to construction of the OPC, the Committee continues to remain concerned about the operational gap between the end of service life for the aging Medium Endurance Cutters and the delayed delivery of the OPCs….

Given the significant budgetary commitment that the Congress, DHS, and Coast Guard have made for the OPC program to date, continued oversight is necessary to ensure the OPC program does not continue to experience cost growth or additional schedule delays. As such, the Committee requests that the Government Accountability Office (GAO) review the management of the OPC and Medium Endurance Cutters acquisition programs including, but not limited to:

  • The status of the Phase 1 (the first four hulls) and Phase 2 (hulls 5 through 25) OPC acquisition programs, including what steps are being taken to manage the program within the revised cost and schedule commitments; and
  • The status of the Medium Endurance Cutters and level of maintenance needed to keep the fleet operating to minimize the operational gap until the OPCs are incrementally delivered.

FY2022 National Defense Authorization Act (H.R. 4350) House
The House Armed Services Committee’s report (H.Rept. 117-118 of September 10, 2021) on H.R. 4350 states:

Sentinel-class Fast Response Cutter

The committee looks forward to reviewing the Navy’s updated force structure assessment and shipbuilding plan. The committee understands the Navy intends to change the fleet architecture reflected in the 355-ship force-level goal to reflect a more distributed fleet mix with a smaller proportion of larger ships and a larger proportion of smaller manned ships as well as unmanned vessels. The committee supports incorporating a mix of smaller manned ships into the fleet and encourages the Navy to consider the capabilities the U.S. Coast Guard’s Sentinel-class Fast Response Cutter could provide to the fleet and the concept of operations and associated requirements that would support acquisition of these vessels.

Further, the committee is aware the U.S. Coast Guard has contract options for 12 additional Sentinel-class Fast Response Cutters with firm fixed pricing in place until May of 2023. Exercising these contract options in advance of their expiration would lock in favorable pricing on Sentinel-class Fast Response Cutters should the Navy determine that they add value to the fleet.

Given the successes of the U.S. Coast Guard’s Sentinel-class Fast Response Cutter in support of the Navy’s Fifth Fleet as a part of Patrol Forces Southwest Asia, the committee believes there are similar roles for Sentinel-class Fast Response Cutters in other areas of responsibility. Therefore, the committee directs the Secretary of the Navy to submit a report to the congressional defense committees not later than February 1, 2022, that details the current mission sets and operating requirements for the Sentinel-class Fast Response Cutter and expands on how successes in the U.S. Central Command area of responsibility would translate to other regions, including the U.S. Indo-Pacific Command. Further, the committee directs the Secretary of the Navy to assess the requisite upgrades to the Sentinel class Fast Response Cutter required to meet Navy standards and evaluate the concept of operations for employing these vessels in Southeast Asia. This report should be unclassified but may include a classified annex. (Page 21)

On January 29, 2021, the Coast Guard released a Request for Proposals (RFP) for this Stage 2 contract, as it is called. Responses to the RFP were due by May 28, 2021. The Coast Guard plans to award the Stage 2 contract in the second quarter of FY2022.

FRCs are considerably smaller and less expensive than OPCs; they are intended to replace the Coast Guard’s 49 aging Island-class patrol boats. FRCs have an estimated average procurement cost of about $65 million per boat. A total of 64 have been funded through FY2021, including four in FY2021. Six of the 64 are to be used by the Coast Guard in the Persian Gulf and are not counted against the 58-ship POR quantity for the program, which relates to domestic operations. Forty-four of the 64 have been commissioned into service. The Congressional Research Service has again updated their “Report to Congress on Coast Guard Cutter Procurement”. (This link will always take you to the most recent edition of the report.) My last post on this evolving document was in reference to an 8 June 2021 update. I have reproduced the one page summary in full below. But first,

It appears this report is little changed from the previous edition. The significant change is a reflection of the actions of the House Appropriations Committee and this change is relatively small. The Administration’s FY2022 Procurement Funding Request was:

  • NSC (Bertholf Class) program   $78.0M
  • OPC (Argus Class) program    $597.0M
  • FRC (Webber Class) program   $20.0M
  • TOTAL                                      $695.0M

The House Appropriations Committee mark up increased the total to $716M adding $21M to the NSC program.

An explanation included in House Report 117-87 of July 15, 2021 states

“National Security Cutter (NSC).—The Committee provides $99,000,000, which is $21,000,000 above the request, for the NSC program. This funding will support Post Delivery Activities to missionize and operationalize NSCs 10 and 11. The shortfall for these activities is currently over $200,000,000. The $21,000,000 is funded in the bill as a rescission and re-appropriation of prior-year funds to extend their availability.” (Page 57)

So while construction of the eleven National Security Cutters have be funded, we can expect to see future funding requests totaling over $100M to make #10 and #11 fully operational.

The rescission referred to is from funds earmarked for long lead time items for a possible future NSC#12. This seems to put an end to any possibility of a NSC.

The House Appropriations Committee action leaves in place the Administration’s plan to fund OPC#4 and procure long lead time items for OPC#5, but adds no additional NSCs or FRCs.

Summary (Below is the one page summary contained in the report–Chuck)

The Coast Guard’s program of record (POR), which dates to 2004, calls for procuring 8 National Security Cutters (NSCs), 25 Offshore Patrol Cutters (OPCs), and 58 Fast Response Cutters (FRCs) as replacements for 90 aging Coast Guard high-endurance cutters, medium-endurance cutters, and patrol craft. The Coast Guard’s proposed FY2022 budget requests a total of $695.0 million in procurement funding for the NSC, OPC, and FRC programs, including $597 million for the OPC program.

NSCs are the Coast Guard’s largest and most capable general-purpose cutters; they are replacing the Coast Guard’s 12 Hamilton-class high-endurance cutters. NSCs have an estimated average procurement cost of about $670 million per ship. Although the Coast Guard’s POR calls for procuring 8 NSCs to replace the 12 Hamilton-class cutters, Congress through FY2021 has fully funded 11 NSCs, including the 10th and 11th in FY2018. In FY2020, Congress provided $100.5 million for procurement of long lead time materials (LLTM) for a 12th NSC, so as to preserve the option of procuring a 12th NSC while the Coast Guard evaluates its future needs. The Coast Guard’s proposed FY2022 budget requests $78.0million in procurement funding for activities within the NSC program; this request does not include further funding for a 12th NSC. The Coast
Guard’s proposed FY2022 budget also proposes rescinding $65.0 million of the $100.5 million in FY2020 funding for LLTM for a 12th NSC, “allowing the Coast Guard to focus investments on building, homeporting, and crewing Polar Security Cutters and Offshore Patrol Cutters.” The remaining $35.5 million appropriated in FY2020 for LLTM would be used to pay NSC program costs other than procuring LLTM for a 12th NSC. Nine NSCs have entered service; the ninth was commissioned into service on March 19, 2021.

OPCs are to be less expensive and in some respects less capable than NSCs; they are intended to replace the Coast Guard’s 29 aged medium-endurance cutters. Coast Guard officials describe the OPC and PSC programs as the service’s highest acquisition priorities. OPCs have an estimated average procurement cost of about $411 million per ship. The first OPC was funded in FY2018. The Coast Guard’s proposed FY2022 budget requests $597.0 million in procurement funding for the fourth OPC, LLTM for the fifth, and other program costs. On October 11, 2019, the Department of Homeland Security (DHS), of which the Coast Guard is a part, announced that DHS had granted extraordinary contractual relief to Eastern Shipbuilding Group (ESG) of Panama City, FL, the builder of the first four OPCs, under P.L. 85-804 as amended (50 U.S.C. 1431-1435), a law that authorizes certain federal agencies to provide certain types of extraordinary relief to contractors who are encountering difficulties in the performance of federal contracts or subcontracts relating to national defense. Coast Guard Cutter Kimball conducts patrol to increase maritime presence and support in Pacific

HONOLULU — The Coast Guard Cutter Kimball (WMSL-756) concluded a successful two week expeditionary patrol in support of counter-illegal, unreported and unregulated fisheries enforcement, furthering the United States’ commitment to regional security and partnerships.

As part of Operation Blue Pacific, the crew of the Kimball deployed in support of national security goals of stability and security throughout the Indo-Pacific; the crew of the Kimball remains prepared to utilize training in targeted and intelligence-driven enforcement actions as well as counter predatory irresponsible maritime behavior.

While patrolling approximately 3,600 miles in the Philippine Sea, the Kimball’s law enforcement team conducted its first ever at-sea boarding and expanded on the multilateral fisheries enforcement cooperations such as the Western and Central Pacific Fisheries Commission.

The WCPFC is an international body made up of 43 nations and international organizations. Members agree to allow the 13 countries in the pact to board and record any potential violations on their nationally flagged vessels. The findings go to the WCPFC, who notifies the vessel’s flag state of the suspected infraction for further investigation.

“Our presence in the area shows our partners the Coast Guard’s enduring efforts to provide search and rescue response and oversight of important economic resources,” said Lt. Cmdr. Drew Cavanagh, operations officer for the Kimball. “The ongoing presence of a Coast Guard cutter in this part of the Pacific to assist in determining compliance with conservation management measures established by the WCPFC demonstrates the U.S. commitment to the region and our partners.”

The Coast Guard combats illegal fishing and other maritime threats across the Pacific to protect the United States and Pacific Island Countries resource security and sovereignty. Combating illegal fishing is part of promoting maritime governance and a rules-based international order that is essential to a free and open Oceania.

While on patrol, the Kimball was briefly diverted to assist in a search and rescue case in the Federated States of Micronesia where they utilized a small unmanned aircraft system, or sUAS. Use of sUAS expands maritime domain awareness and provides persistent airborne surveillance on maritime hazards, threats, and rescue operations.

“Training is also an important component of underway time and affects our readiness,” Lt. j. G. Joseph Fox, assistant combat systems officer for the Kimball. “The team conducted law enforcement training as well as disabled vessel towing training for our newest crewmembers.”

The Kimball is one of the newest national security cutters to be homeported in Honolulu. These technologically-advanced ships are 418 feet long, 54 feet wide and have a 4,600 long-ton displacement. They have a top speed in excess of 28 knots, a range of 12,000 nautical miles, endurance of up to 90 days and can accommodate a crew of up to 150.

Advanced command-and-control capabilities and an unmatched combination of range, speed and ability to operate in extreme weather enable these ships to confront national security threats, strengthen maritime governance, support economic prosperity, and promote individual sovereignty.

CIMSEC’s Podcast “SEA Control,” had an interview with the Commandant, Dec. 27, 2020. You can find it here.

At first I thought I had heard it all before, but toward the end, there were some surprises.

He talked about  Arctic, Antarctic, and IUU. He talked about the Arctic Strategic Outlook and the IUU Strategic Outlook.

Illegal, Unreported, Unregulated fishing got a lot of attention. He related that it was gaining visibility and had become a national security issue since overfishing has created food security issues for many countries. He pointed to Coast Guard Cooperation with Ecuador in monitoring a fishing fleet off the Galapagos Islands. Internationally he sees a coordination role for the USCG.

Relative to the Arctic he mentioned the possibility of basing icebreakers in the Atlantic and the need for better communications.

He talked about the Tri-Service Strategy and the Coast Guards roles in it, particularly in less than lethal competition.

More novel topics started about minute 38 beginning with Unmanned systems. He talked about the recent CG experiments with unmanned systems and went on to note that the CG will also regulated Unmanned commercial vessel systems.

About minute 41 he talked about the Coast Guard’s role in countering UAS in the Arabian Gulf. He added that we have a lead role in DHS in counter UAS. “We are in the thick of that”

GA-ASI Concludes Successful Series of MQ-9 Demonstrations in Greece

He said the service was looking at MQ-9 maritime “Guardian” (minute 45)

When ask about reintroducing an ASW capability he said that while the Coast Guard was looking at it, the service would have to be cautious about biting off too much. (My suggestion of how the CG could have an ASW mission with minimal impact on its peacetime structure.)

He talked about balancing local and distant missions and concluded that the CG could do both (47), and that the Coast Guard was becoming truly globally deployable (48).

He noted that the first two FRCs for PATFORSWA would transit to Bahrain in Spring, followed by two more in the Fall, and two more in 2022. (49)

He noted technology is making SAR more efficient. “Hopefully we will put ourselves out of the Search and Rescue business.” 50

He talked about the benefits of “white hull diplomacy.” (52)

Asked about our funding for new missions he said it was sometime necessary to demonstrate the value of the mission first, then seek funding. (55)

He also talked about raising the bar on maintenance.
