This is the first time a Webber class patrol craft has made it to the Philippines. This is all part of a renewed in interest in supporting Western Pacific Island nations, particularly in regard to fisheries and IUU enforcement.
National Security Cutters have been spending time in the Western Pacific, and a Medium Endurance Cutter (WMEC) is being moved to the Pacific to support this effort.
The Office of Expeditionary Logistics (DOL-X), located in Alameda, California, mentioned in the release only reached full operational Aug. 14.

USCGC Frederick Hatch concludes historic patrol with engagements in the Philippines, fisheries enforcement in Republic of Palau, Papua New Guinea

SANTA RITA, Guam — The USCGC Frederick Hatch (WPC 1143) successfully concluded a routine 47-day expeditionary patrol covering more than 8,200 nautical miles under Operation Blue Pacific, returning to Guam on Thanksgiving, distinguished by a series of historic and strategic engagements across the Western Pacific and Oceania.

“USCGC Frederick Hatch’s highly successful patrol is a testament to the diligence and expertise of the crew onboard, always remaining positive and overcoming numerous challenges to continually set the standard for Coast Guard operations in the Pacific. Their efforts to keep our equipment functioning properly, go over the rail regularly for boardings, and cook meals in heavy seas is what makes the U.S. Coast Guard’s commitment to the Indo-Pacific region so strong. Our people are the best at what they do and always ready to go above and beyond when asked, which is the basis for being a trusted partner and fostering strong international alliances,” said Lt. Patrick Dreiss, commanding officer of the Frederick Hatch.

Historic First Visit to Tacloban, Philippines
A highlight of the patrol was Frederick Hatch’s historic visit to Tacloban, Philippines, in mid-October, marking a significant milestone in U.S.-Philippines relations. The visit coincided with the 79th anniversary of the Battle of Leyte Gulf. In addition to the commemoration observance, the crew engaged in various activities, including a maritime law enforcement exchange supported by U.S. Coast Guard Maritime Security and Response Team West, community interactions, including a visit with the mayor, and cultural immersion.

Maritime Security and Fisheries Patrol
The second half of the patrol focused on countering illegal fishing and enhancing partnerships in the Republic of Palau and Papua New Guinea. While en route to Palau, the crew conducted critical observation reports highlighting potential threats to maritime governance and fishery management. These reports included observations of four Philippine-flagged fishing vessels at the boundary of Palau’s Exclusive Economic Zone (EEZ) and the high seas, with one vessel within the Palauan EEZ when detected. Notably, these vessels needed permits to operate under the Western and Central Pacific Fisheries Commission (WCPFC) on the high seas or Palau EEZ, and their Philippine permits expired. Their presence and activities represent potential serious violations under the WCPFC regulations.

The following day, the crew reported two additional Philippine-flagged vessels fishing without permits in WCPFC-governed waters again near the Palau EEZ, adding to the count of serious violations. Following a port call in Palau on a subsequent patrol of the Palau EEZ, the crew identified only one vessel actively fishing, recently boarded, and detected no further unauthorized incursions. In response to a request from the Palau Joint Operations Center, the crew also disposed of two fish aggregating devices found within the Palau EEZ, addressing concerns over illegal local fishing practices.

While en route to Papua New Guinea (PNG), Frederick Hatch’s crew conducted one boarding on the high seas under WCPFC authority, reporting three potential violations. The crew then welcomed two PNG boarding officers, one from the Customs Services and one from the National Fisheries Authority, and together, they conducted nine additional PNG-led boardings within their EEZ under the bilateral maritime law enforcement agreement. These boardings undertaken in the eastern EEZ resulted in 16 issued violations and two warnings, addressing a range of issues such as exceeding crew occupancy limits based on available berthing, improper crew compositions due to a lack of required PNG crew expired seafarers’ credentials, and poor vessel markings. The vessels’ flags include the People’s Republic of China, Vanuatu, and the Philippines.

“This proactive enforcement and monitoring underscore the importance of upholding good maritime governance and preserving sustainable fishing practices, critical for the ecological and economic health of the region,” said Capt. Nick Simmons. “The relationships we’re building in Oceania and the Western Pacific are crucial for our continued commitment to our allies. This patrol exemplifies our dedication to maintaining stability and security in these waters.”

Engagement and Cooperation in Papua New Guinea
Frederick Hatch’s visit to Papua New Guinea (PNG) exemplified increased bilateral defense and security cooperation, as highlighted by the recent signing and ratification of the Defense Cooperation Agreement. The crew’s interactions with PNG fisheries, customs officers, and the local community underscore the ongoing effort to strengthen regional relationships.

“This patrol was our crew’s first time working with PNG Customs and Fisheries, and we look forward to working with them again in the future. Thank you to our two shipriders, Mr. Roger Sivlanduo and Mr. Jeremy Nelson, both skilled professionals and great people to have onboard to enrich the relationship between our agencies. It was an important opportunity to learn from each other and develop new tactics to address the IUU-F threat throughout Melanesia in the future while also carrying out several very successful boardings counteracting those threats in the present,” said Dreiss.

Support from DOL-X Team
The U.S. Coast Guard’s newly created DOL-X team was pivotal in supporting the Frederick Hatch’s logistics, including repairs and maintenance, ensuring the cutter’s operational readiness throughout the patrol. The team met the cutter during two port calls, hand-carrying critical parts to address casualties and augmenting the cutter’s engineers to repair the issues.

U.S. Coast Guard strengthens historic relationship with Philippines during landmark visit to Tacloban

TACLOBAN, Philippines — In a historic first, the USCGC Frederick Hatch (WPC 1143) visited partners in Tacloban, Philippines, from Oct. 19 to 23, 2023, and the crew conducted engagements marking a significant milestone in the enduring relationship between the United States and the Philippines.

This visit of several days coincided with the observance of the Battle of Leyte Gulf, a crucial event in World War II history where U.S. Coast Guardsmen were a significant part of the U.S. forces and among the first to hit the beaches as the U.S. sought to retake the Philippines.

“We are deeply honored to be part of this observance and to strengthen the bond between the United States and the Philippines,” said Lt. Patrick Dreiss, commanding officer of the USCGC Frederick Hatch. “It is a privilege to bring a U.S. Coast Guard Fast Response Cutter to the Philippines for the first time and to visit the historic city of Tacloban. My crew was excited to collaborate with the Philippine Coast Guard to deepen our connections with our fellow seagoing Service and explore this unique city and island.”

An advance team from U.S. Coast Guard District 14 and U.S. Coast Guard Forces Micronesia/Sector Guam held planning meetings in collaboration with the U.S. Embassy to prepare for this visit and the Battle of Leyte Gulf observance. Discussions revolved around mutual capabilities, training opportunities, and community engagement, part of the Coast Guard’s Operation Blue Pacific mission.

While in Tacloban, the crew, with support from the Maritime Security Response Team West, hosted a subject matter expert exchange on maritime law enforcement with Philippine Coast Guard colleagues, observed the 79th Leyte Gulf Landing Anniversary, hosted local school children and government officials, held working meetings, and experienced the culture of the Eastern Visayas region of the Philippines.

“The expanded capabilities of the Fast Response Cutter represent more than just advanced technology; they symbolize the bridge of cooperation and goodwill between nations. The FRCs and their dedicated crews regularly play a pivotal role in international diplomacy. These vessels, along with their highly trained and professional crews, are ambassadors of peace and collaboration, said Capt. Nick Simmons, commander of U.S. Coast Guard Forces Micronesia/Sector Guam. “They foster understanding and trust across borders, making the seas safer not only for our own nations but for all nations that rely on the freedom of navigation and maritime security.”

This visit is part of the USCGC Frederick Hatch’s regularly scheduled expeditionary patrol as part of the ongoing Operation Blue Pacific. It follows previous interactions between the U.S. Coast Guard and the Philippine Coast Guard, including the recent arrival of the USCGC Stratton (WMSL 752) in Manila for professional exchanges and joint operations.

The visit of Pacific Area commander Vice Adm. Andrew Tiongson in April to discuss shared challenges and opportunities for partnership further exemplifies the U.S. Coast Guard’s commitment to the region. The Service’s role as a federal law enforcement agency and an armed forces branch uniquely positions the agency’s teams to conduct security cooperation operations supporting combatant commanders, upholding governance, and ensuring regional stability. Through Operation Blue Pacific, an overarching multi-mission Coast Guard endeavor, the Service seeks to promote security, safety, sovereignty, and economic prosperity in Oceania while strengthening relationships between partner nations in the Pacific.

Philippine Coast Guard resupply mission encounters China Coast Guard

Philippine attempts to resupply Second Thomas Shoal, and Chinese effort to block those efforts have become common. Apparently, the Philippines succeeded recently. There was, in fact, a US Navy P-8 maritime patrol aircraft flying low overhead providing overwatch.

The resulting confrontation provided a lot of photos including ships of a class of China Coast Guard cutters that look a bit like US Coast Guard Webber class cutters.

The only thing I have been able to find out about these little ships was from the Office of Naval Intelligence’s (ONI) Chinese People’s Liberation Army Navy, Coast Guard, Ship Identification Guide, which to my eye identifies them as the Hulai II class, which is reportedly 54 meters (177′) in length, with 30 units in the class. The length sounds right. They appear to be a bit longer than the Fast Response Cutters (47m/154′). I haven’t been able to locate any other information on the class.

Previously, China Coast Guard cutters guarding Second Thomas Shoal all seemed to be relatively large. Perhaps the Chinese realized their larger ships could be outmaneuvered and brought in these smaller ships as backup. Still the Philippines has again succeeded in resupplying the small garrison.

“Japan to supply 5 countries with free patrol boats to counter China” –Navy Recognition

Navy Recognition reports,

For 2024, the OSA (Japan’s Official Security Assistance program–Chuck) has earmarked nations such as Vietnam, Indonesia, the Philippines, Papua New Guinea, Mongolia, and Djibouti. Notably, the first three have ongoing maritime disputes with China in the South China Sea…To strengthen its oversight of territorial waters and skies, Japan is considering equipping these nations with patrol boats, radar tech, drones, and communication tools.

While the US has transferred a lot of overage Coast Guard cutters, the Japanese generally supply new ships on very favorable financial terms. This helps maintain Japan’s shipbuilding capacity.

Japan has already supplied the Philippines with two large patrol cutters and ten smaller patrol craft. Japan has an agreement with Vietnam to build six cutters based on the Aso class pictured above. Japan has gifted at least one older cutter to Malaysia

It is not clear if the patrol boats mentioned in the title are actually free or if they refer to new or previously arranged programs.

“Philippine Armed Forces Resupply Mission Hit with Chinese Coast Guard Water Canons” –Video

Thought it worthwhile to pass this video along.

First thing, the Chinese are devoting a lot of resources to isolating this particular outpost, an ancient, badly corroded, grounded, but still commissioned former US LST.  There are three large modern China Coast Guard cutters visible in the video, 5201, 5305, and 4203. All three are about 100 meters in length or larger, all equipped with 76mm guns. We have seen 5201 before.

Second, the Philippines would have known what they were up against. Couldn’t they have used something faster and more maneuverable that could have gotten around these large cutters to make this supply run. I hope I am wrong, and I may not understand what it takes to reach this grounded LST, but it is almost as if they are failing on purpose.

The US has warned the Chinese against targeting the Philippine Coast Guard.

“Indonesia, Malaysia, Philippines renew commitment to cooperation” –Indo-Pacific Defense Forum

The Indo-Pacific Defense Forum reports,

“Joint sea and air patrols conducted by Indonesia, Malaysia and the Philippines under the 2017 Trilateral Cooperative Arrangement (TCA) continue to demonstrate success and remain critical to Indo-Pacific maritime security, according to officials and analysts. The three countries agreed in June to build on their cooperative efforts going forward.

“Regular patrols, coordination and intelligence sharing established by the TCA are known as INDOMALPHI. The patrols have successfully countered threats including piracy and terrorism with no reported threat events in the first six months of 2023, according to Indonesia’s Ministry of Defense. This compares to 99 reports of piracy and armed robbery in 2017 in the patrol area.”

This sort of cooperation might lead to my proposed Combined Maritime Security Task Force. They don’t need the US Coast Guard to do it, but US participation might add some much-needed gravitas, if they have to face down the Chinese.

MANILA, Philippines — The U.S. Coast Guard Cutter Stratton (WMSL 752) and crew departed the Philippines Thursday following the first trilateral engagements between the U.S., Philippine, and Japan Coast Guards.

Stratton’s crew conducted professional exchanges and joint operations in port and at sea with the Japan Coast Guard Vessel Akitsushima (PLH 32) and the Philippine Coast Guard during Stratton’s months-long Indo-Pacific deployment.

Stratton, the Akitsushima and Philippine Coast Guard vessels Gabriela Silang, and Melchora Aquino spent three days at sea off the coast of Bataan, Philippines, executing simulated search-and-rescue scenarios, maritime law enforcement boardings, passing exercises, and formation maneuvering drills. Additionally, they conducted communications and signaling drills, crew professional exchanges and joint boat and air operations following their Manila port visit.

While in Manila, members from the three services conducted combined damage control training, executed cooperative mission planning and table-top exercises ahead of at-sea combined operations. They conducted crew exchanges and toured partner vessels, participated in a women-in-law-enforcement discussion panel, played in a basketball tournament, volunteered at a beach cleanup, visited a children’s hospital and gathered for social receptions.

“It was an honor for Stratton to come together with our Philippine and Japan Coast Guard allies to learn from each other, work together to address common challenges and enhance our interoperability for joint maritime operations,” said U.S. Coast Guard Capt. Brian Krautler, Stratton’s commanding officer. “The experiences gained from our multi-mission trilateral operations underway, our professional exchanges in port and the relationships forged over the last week have been invaluable enablers for the U.S. Coast Guard and our allies to secure a continued free and open Indo-Pacific.”

The multi-day trilateral engagement was named “Kaagapay,” a Filipino word meaning “standing side by side.”

The relationship between the United States Coast Guard and Philippine Coast Guard was built over many years of partnership between the two services. The relationship flourished through the Philippine cadet exchange program at the U.S. Coast Guard Academy, U.S. Coast Guard mobile training team deployments to the Philippines, Philippine Coast Guard Officer enrollment in the U.S. Coast Guard’s Maritime Law Enforcement Academy, engagements by U.S. Coast Guard Cutter Midgett and U.S. Coast Guard Cutter Munro in Manila in recent years and Stratton’s subsequent participation in the first trilateral USCG, PCG, and JCG training operation. The U.S. and Philippine Coast Guard’s partnership has solidified the commitment of both services to upholding a rules-based order in the maritime domain.

The engagement was another SAPPHIRE touchpoint between the U.S. and Japan Coast Guards. In 2022, Operation SAPPHIRE was established through a memorandum of cooperation between the U.S. and Japan Coast Guards as a perpetual operation to strengthen relationships, increase bilateral engagements, and focus on maintaining a free and open Indo-Pacific.

Operating under the tactical control of Commander, U.S. 7th Fleet, Stratton’s crew will engage in professional and subject matter expert exchanges with partners and allies throughout the Indo-Pacific during their months-long patrol to the region.

The U.S. Coast Guard maintains steadfast partnerships and strives for persistent presence in the Indo-Pacific region. Stratton’s current Indo-Pacific patrol is the cutter’s second patrol in the region and one of seven national security cutter deployments to the Indo-Pacific since 2019.

The Coast Guard provides expertise in all aspects of maritime governance, within the mission sets of: search and rescue; illegal, unreported, and unregulated fishing; maritime environmental response; maritime security; maritime domain awareness; maritime aviation operations; and humanitarian assistance and disaster relief.

Commissioned in 2012, Stratton is one of four Coast Guard legend-class national security cutters homeported in Alameda, California. National security cutters are 418-feet long, 54-feet wide, and have a 4,600 long-ton displacement. They have a top speed in excess of 28 knots, a range of 12,000 nautical miles, endurance of up to 90 days and can hold a crew of up to 170.

National security cutters feature advanced command and control capabilities, aviation support facilities, stern cutter boat launch and increased endurance for long-range patrols to disrupt threats to national security further offshore.

U.S. Coast Guard Pacific Area is responsible for U. S. Coast Guard operations spanning across six of the seven continents, 71 countries and more than 74 million square miles of ocean. USS/USCGC Chincoteague (AVP-24/WAVP/WHEC-375)/RVNS Lý Thường Kiệt (HQ-16)/RPS Andrés Bonifacio (PF-7)

Recently finished reading “USS Chincoteague the Ship That Wouldn’t Sink” by Frank D. Murphy. It is a small, large print book, the first-person story of a young sailor, then 19, and his first ship, a newly commissioned small seaplane tender, USS Chincoteague, that endured eleven air attacks 16-17 July 1943, only three months after she had been commissioned.

I had a personal interest because my first ship, USCGC McCulloch, the former USS Wachapreague, was also Barnegat class ship.

The attacks on Chincoteague were during a period when the US was moving up the Soloman Island Chain. The Allies had invaded New Georgia, but the fighting was heavy, and the Japanese were making a strong effort to push the allies off the island.

USS Chincoteague was anchored in Sabot Bay, Santa Cruz Islands, Southeast of the Soloman Islands, servicing a squadron PBY patrol planes when the attacks began. When an attack was expected she would get underway to maneuver. Between attacks she would return to service her brood of sea planes.

Attacks on the 16th caused only minor fragment damage. During attacks on the 17th, she received two damaging near misses that caused flooding and fires, then a direct bomb hit that wrecked the after engineroom killing ten crew members, followed by another near miss that dented the hull and knocked the remaining engines offline. Dead in the water, having taken on 663 tons of water, she had a negative GM, and was listing 12 to 18 degrees, it looked as if she would be sunk by the eleventh attack when four Marine Corsairs arrived splashing three of the attackers and driving off the fourth.

After repairs to the forward engineroom, which powered the starboard shaft, the ship got underway at 2350, but at 0245 on the 18th one of the engines was overheating. In an attempt to deal with the overheating, control of the engine was lost, and it ran away in spite of a closed throttle, causing a severe fire that forced the crew to abandon the engineroom.

The ship was taken in tow and, after temporary repairs at Espiritu Santo, was towed by to the West Coast where complete repairs were made including addition of eight 40 mm anti-aircraft guns and additional 20 mm guns. Ultimately, she would earn six battle stars.

In the 1940s Chincoteague and 17 of here sisters were transferred to the Coast Guard, where they primarily served as weather ships on a number of “Ocean Stations.” In Coast Guard service, these were referred to as the Casco Class.

As part of “Vietnamization” Chincoteague and six of her sister Coast Guard cutters were turned over to the South Vietnamese.

After being turned over to the South Vietnamese, the former Chincoteague, along with another former Coast Guard cutter of her class and two former US Navy ships fought the Chinese Navy in the “Battle of the Paracel Islands,” 16 January 1974.

As the South Vietnamese government collapsed, the former Chincoteague along with five other ships of the class (the former Yakutat, Bering Strait, Castle Rock, Cook Inlet, and McCulloch) crowded with hundreds of refugees made their way to the Philippines. In 1976 these ships were turned over to the Philippine Navy as the Andrés Bonifacio class, with four of them commissioned and two (the former Yakutat and Cook Inlet) retained to provide spare parts. They remained in service until at least 1985.

The former USS/USCGC Absecon continued in service with the Vietnamese People’s Navy perhaps as late as 2000 and was probably the only Barnegat class ship ever armed with guided missiles, the SS-N-2 Styx and the SA-N-5 Grail.

Naval News reports,

“UK-based anti-submarine warfare (ASW) solutions provider SEA has been awarded a contract to supply two of its innovative ASW systems, KraitSense, to a South-East Asian Navy for a new offshore patrol vessel (OPV) programme.”

It these systems perform reasonably well; they would be an attractive mobilization option for giving OPVs an ASW role. Even if not equipped with ASW weapons, adding sensors that can be coordinated with other surface and air weapons carriers would be helpful.

The SE Asian Customer?

Who is the SE Asian country with, “With a vast coastline and high number of islands within their jurisdiction…” Think the Philippines may be most likely.

Hyundai Heavy Industries (HHI) is building six offshore patrol vessels (OPV) for the Philippine Navy (not their Coast Guard). At about 2400 tons, 94.4 meters (309 ft 9 in) in length, with a speed of 22 knots, they are pretty typical medium sized OPVs, except for one thing, Wikipedia reports that their armament, in addition to 76 and 30 mm guns, includes two sets of triple lightweight anti-submarine torpedo tubes. There is no indication of an ASW sensors. It is reported to have spaces for Multi-Mission Containerized Modules. The flight deck and hangar are sufficient for support of an ASW helicopter and/or UAS.
