SPRFMO covers a huge area, “about a fourth of the Earth’s high seas areas.” See page 6 and the chart on page 50: Convention on the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean

U.S. Coast Guard conducts high seas boarding for first time in the South Pacific Regional Fisheries Management Organization Convention Area

ALAMEDA, Calif. — The Coast Guard recently completed an operation to counter illegal, unreported, and unregulated (IUU) fishing, within the South Pacific Regional Fisheries Management Organization (SPRFMO) Convention area.

The SPRFMO Convention area covers nearly a fourth of the Earth’s high seas. The SPRFMO Commission consists of 16 members from Asia, Europe, the Americas, and Oceania as well as three cooperating non-contracting parties. In 2015, the members adopted a high seas boarding and inspection measure, which allowed the United States and all SPRFMO Members to board and inspect other SPRFMO Members fishing vessels, and record any suspected violations of SPRFMO conservation measures. The results of any such boarding by the U.S. Coast Guard, including any suspected infractions, are submitted to the SPRFMO Secretariat and the flag state of the boarded vessel for further investigation and action, as appropriate.

The Coast Guard has carried out counter-IUU fishing operations in other regional fisheries management organization areas for years. IUU Fishing has replaced piracy as the leading global maritime security threat. The recent operation against IUU fishing in the Eastern Pacific Ocean marked the first time in which the Coast Guard conducted high seas boardings and inspections under SPRFMO.

This effort also demonstrated the successful use by the United States of the high seas boarding and inspection procedures outlined in the 1995 United Nations Fish Stocks Agreement – which SPRFMO adopted in 2015 – to ensure the long-term conservation and sustainable use of straddling fish stocks.

“U.S. Coast Guard presence south of the Galapagos Islands beyond Ecuador’s EEZ provided an effective presence in a difficult to reach region,” said Capt. Jim O’Mara, chief of enforcement, Coast Guard Eleventh District. “The planning and execution of the mission represented a whole-of-government approach to countering IUU fishing. Moving forward, we will build on the success of this operation and continue expanding cooperation with all our partners.”  

The areas beyond any country’s exclusive economic zone are areas often exploited by fishermen engaged in IUU fishing, as they fish beyond the reach of most law enforcement entities. The Coast Guard’s operation directly supported Central and South American partnerships and their desires to monitor and enforce sustainable fishing activity near their exclusive economic zones, and expanded maritime domain awareness and information sharing throughout the newly expanded Eastern Tropical Pacific Marine Corridor.

The Coast Guard’s actions ensured law enforcement presence among a substantial fleet of more than 400 fishing and transshipment vessels. Much of the fishing in the Eastern Pacific is accomplished by distant water fishing vessels, in many cases supported by transshipment vessels. These large-scale operations traverse the world’s oceans, and can involve forced labor, human trafficking, and other human rights abuses, as well as maritime pollution. With their vast numbers operating in close proximity to one another, these distant water-fishing fleets may also have a significant impact on such environmentally sensitive waters as those of the Galapagos Islands, home to a vulnerable ecosystem.

Enforcing the rules of regional fisheries management organizations is about sharing the responsibility for protecting vulnerable fish stocks, the economic stability of coastal nations, the livelihoods of small-scale and artisanal fishermen, and protecting our ocean resources that feed global populations and fuel economies.

“Deploying our most capable national security cutters to the Eastern Pacific to detect and deter IUU fishing in the SPRFMO Convention Area for the second time this year is a clear signal of the U.S. commitment to support what is truly a global mission,” said Rear Adm. Andrew Sugimoto, commander, Coast Guard Eleventh District. We will continue to build on these partnerships, and leverage our unique authorities and capabilities to advance stability, security, and order in the maritime domain.”

The world’s largest international maritime exercise, RIMPAC provides a unique training opportunity while fostering and sustaining cooperative relationships among participants critical to ensuring the safety of sea lanes and security on the world’s oceans. MANILA, Philippines – The U.S. Coast Guard Cutter Midgett (WMSL 757) arrived in Manila Tuesday for its first international port call during the crew’s months-long Western Pacific deployment to the region.

Midgett’s crew will conduct professional exchanges and operate with the Philippine Coast Guard as part of an at-sea search-and-rescue exercise while in Manila, building upon the strong partnership between the two nations.

Midgett is operating in support of United States Indo-Pacific Command, which oversees military operations in the region.

Operating under the tactical control of Commander, U.S. 7th Fleet, the cutter’s crew plans to engage in professional and subject matter expert exchanges with regional partners and allies and will patrol and operate as directed during their Western Pacific deployment.

The Coast Guard provides expertise within the mission sets of search and rescue; illegal, unreported and unregulated fishing; maritime environmental response; maritime security; maritime domain awareness; aviation operations; interoperability; and humanitarian assistance and disaster relief.

As both a federal law enforcement agency and a branch of the armed forces, the Coast Guard is uniquely positioned to conduct non-escalatory defense operations and security cooperation in support of combatant commanders on all seven continents. The service routinely provides forces in joint military operations worldwide, including the deployment of cutters, boats, aircraft and deployable specialized forces.

“Engaging with our Philippine Coast Guard partners is truly an honor,” said U.S. Coast Guard Capt. Willie Carmichael, commanding officer of the Midgett. “Together we will continue to build strong relationships and learn from each other. Our deep-rooted partnership will combine the best of both our Coast Guards and the planned search-and-rescue exercise and professional exchanges are a great opportunity for us keep the Indo-Pacific region open and free.”

The U.S. Coast Guard has a 150-year enduring role in the Indo-Pacific. The service’s ongoing deployment of resources to the region directly supports U.S. foreign policy and national security objectives in the Indo-Pacific Strategy and the National Security Strategy.

Since 2019, the Coast Guard Cutter Bertholf (WMSL 750), Stratton (WMSL 751), Waesche (WMSL 751) and Munro (WMSL 755) have deployed to the Western Pacific.

Commissioned in 2019, Midgett is one of two Coast Guard legend-class national security cutters homeported in Honolulu. National security cutters are 418-feet long, 54-feet wide, and have a 4,600 long-ton displacement. They have a top speed in excess of 28 knots, a range of 12,000 nautical miles, endurance of up to 90 days and can hold a crew of up to 170.

Midgett is the second cutter named after Rear Admiral John Midgett, whose family has a long legacy in the Coast Guard and our services precursor – the U.S. Life Saving Service.

National security cutters feature advanced command and control capabilities, aviation support facilities, stern cutter boat launch and increased endurance for long-range patrols to disrupt threats to national security further offshore.

as the Coast Guard’s Director of International Affairs and Foreign
Policy Advisor.
2. This position serves as the Coast Guard’s key policy advisor on
the complete range of international affairs and engagement
activities. The Director is responsible for developing,
coordinating, and implementing agency strategy, policies, and
programs related to the Coast Guard’s international activities.
In addition, the Director serves as the Executive Agent for the
International Affairs Executive Steering Group (IAESG), which
develops recommended strategies, policies, and direction
regarding the Agency’s international engagement.
3. Ms. Haverstick’s 19 years of federal service have covered
international engagement, security cooperation, strategy, and
foreign military sales (FMS). She has applied her expert knowledge
of global foreign affairs issues to execute national security
priorities and led Department of Defense (DoD) efforts to
develop the 2018 Conventional Arms Transfer (CAT) policy and
associated Implementation Plan. She furthered DoD’s incorporation of
the CAT Policy into overarching security cooperation reform strategy
for the comprehensive security cooperation enterprise. In addition,
she has led U.S. efforts to win numerous multi-billion dollar
international defense competitions resulting in more capable
international partners and a more substantial U.S. defense
industrial base.
4. As the Deputy Assistant Director for Weapons with the Defense
Security Cooperation Agency (DSCA), Ms. Haverstick was responsible
for leading DSCA’s vision of effective and timely technology
security and foreign disclosure aspects of security cooperation,
where she routinely briefed Congressional staff on strategy and
technical aspects of proposed sales. In addition, Ms. Haverstick led
and completed extraordinary projects valued at over $25B between
international partners, the White House, interagency, and military
departments for advanced technology acquisitions. During a
transition for DSCA, Ms. Haverstick served as the Acting Principal
Director for Strategy where she led both military and civilian
members.
5. Ms. Haverstick will become a member of the Senior Executive
Service with the U.S. Coast Guard on 24 APR 2022.

Brits To Keep Two OPVs In the Indo-Pacific

The Royal Navy is sending two of their River Class Batch II offshore patrol vessels to serve long term in the Indo-Pacific.

We have talked about the River Class Batch II ships and their close relatives several times, here, here, here, and here.

Interesting to see camouflage applied to these ships. I also note they are commanded by Lt. Commanders. The crews on these ships are about half what we would expect on a comparable Coast Guard Cutter. In all probability crews will be rotated as was done with the crew of the earlier River class OPV, HMS Clyde, stationed in the Falklands.

The video makes it sound like these will both be going to the Pacific, with no British bases in the area, but Indo-Pacific includes the Indian Ocean as well and the British have a base in Bahrain and while it is also a US base, Diego Garcia is a British possession. Still it sounds like they will be making the rounds showing the flag.

These ships will join Britain’s planned Indo-Pacific Littoral Response Group (LRG) when it is formed. Two such groups are planned, one in Northern Europe and a second to be based in Oman.

“TIAR 21: MARITIME SECURITY, THE TIAR, AND IUU FISHING IN THE WESTERN HEMISPHERE” –CIMSEC

CIMSEC has what I believe could be a significant proposal for how the Americas could respond to the large fleets of fishing vessels that present a threat of Illegal, Unregulated, Unreported fishing that can overwhelm the resources of the individual nations. The US Coast Guard recently assisted Ecuador in monitoring one of these fleets.

The author suggests that collective action could be taken under the Inter-American Treaty of Reciprocal Assistance (commonly known as the Rio Treaty, the Rio Pact, the Treaty of Reciprocal Assistance, or by the Spanish language acronym TIAR from Tratado Interamericano de Asistencia Recíproca), perhaps modified as necessary, but he also notes that it already includes this provision,

“…Article 11 mentions how “the High Contracting Parties recognize that, for the maintenance of peace and security in the Hemisphere, collective economic security for the development of the Member States of the Organization of American States must also be guaranteed.” It goes without saying that economic security for coastal nations includes the fishing industry.

What typically happens is that a huge international fleet will follow the fishery. Most will be in international waters, but at least some may be tempted to enter the EEZ of coastal states. This year we have seen them move from off Ecuador, past Peru, down to Chile, and they are expected to transit to waters off Argentina. The size of the fishing fleet may successively overwhelm fisheries enforcement resources of these individual countries, but a collaborative approach could allow more effective enforcement.

The author refers to the US Coast Guard Shiprider Program as a model of how cooperative enforcement might work. Enforcement operations could be conducted under the authority of a representative of the nation whose resources are under threat.

Since the threat is primarily to violations of the Exclusive Economic Zone there would be no need for these collaborating units to even enter the territorial sea of the country under threat.

If such a collaborative operation is successful in the Americas, it could serve as a model for enforcement off Africa and Southeast Asia, leading perhaps to regional Combined Maritime Security Task Forces.

“Japan Coast Guard protects fishing boat from Chinese vessels near Senkaku islands” –Stars and Stripes

Stars and Stripes reports the latest of an increasingly frequent series of incursions by the Chinese in an attempt to intimidate Japanese interests in the Senkaku islands.

The report identified the Chinese vessels only as “naval vessels.”

Considering that the US Navy is spread all over the globe, with responsibilities in the Atlantic as well the Pacific, while the Chinese Navy will be concentrated in the Western Pacific, far from American Naval bases with the exception of a small number of units in Guam, Japan, and possibly Singapore, the Chinese Navy is likely  to enjoy a considerable local advantage, particularly early in any conflict.

In peacetime, it takes three CONUS based ships to maintain one in the Western Pacific. That would improve in wartime, but the Chinese would always have an advantage. Not to mention Chinese land based air and missiles.

Is there anything the Coast Guard can do to mitigate the coming imbalance in the Western Pacific?

It could be worse if US vs both China and Russia.

Breaking Defense’s Robbin Laird has an Interview with the Commandant and speculates on the prospects for the Coast Guard under the new administration and DHS selectee General John Kelly.

Its a good one, and even the comments are worth reading. There is much of the same we have heard before. The Commandant has a clear and consistant message and agenda, but there is more detail about a possible role in the far Western Pacific.

“I have discussed with the CNO (Chief of Naval Operations Adm. John Richardson, the senior officer in the Navy) the concept that we would create a permanent USCG presence in the South China Sea and related areas,” Zukunft said. “This would allow us to expand our working relationship with Vietnam, the Philippines, and Japan. We can spearhead work with allies on freedom of navigation exercises as well.”

This is the first time I have seen the phrase “permanent USCG presence in the South China Sea and related areas.” Does that mean we will have a CG patrol squadron working out of Sinagpore or Okinawa (or Cam Ranh Bay), like the one in Bahrain? Or are we just looking at the Webber class WPCs we already know are going to Guam? (Must be more to it than that.) I do think we should put some OPCs in Guam, if only to patrol the EEZ in the Western Pacific.

Until recently we might have considered the possibility of basing in the Philippines, but that no longer looks like a possibility.

What ever you may think of the incoming administration, for the Coast Guard at least, it looks promising.
