Time to Revive Coast Guard’s ASW Capability?: “DOD MAP SHOWS RUSSIAN AND CHINESE SUBS ARE TOO CLOSE FOR COMFORT” –Sandboxx

Sandboxxx reports the release of a map illustrating the operations of the Russian and Chinese naval forces.

The Pentagon recently released a map showing the travel paths of Russian and Chinese naval vessels, alongside important undersea cables, as a part of its 2021 National Defense Authorization Act request, commonly referred to as the DoD’s budget. The map clearly shows the heavy traffic in both The Atlantic and Pacific oceans, with Russian subs encroaching on America’s eastern seaboard and Chinese submarines creeping up in the west.

The Russian Navy operations, including those just outside US territorial waters on the East Coast, are discussed in the post.

What I also see in the map, is a great deal of Chinese activity around Guam, significant activity around Hawaii, some activity extending to the Americas, and a surprising amount of Chinese activity in the Arctic, North of Siberia, that presumably passed through the Bering Strait. There is also Chinese activity near the Aleutians.

The Philippines, India, and Australia must also find this map interesting.

The map looks looks like more reason to consider providing cutters with an Anti-Submarine Warfare capability.

If we ever do have a “near peer” conflict with Russia and/or China, there is a good possibility, when we go to rescue the crews of torpedoed ships, cutters may find, they themselves have become targets. An ASW capability may be necessary just to allow the cutters to operate in a threat environment that could reach up to the US coast line.

If cutters were given an ASW capability, I would think their wartime role would be to escort logistics shipping from outload ports in the lower 48 to rear staging areas and return. Air and Surface threat levels would not be non-existent, but they would be low.

Below is a press release from Pacific Area, making it official that Polar Star will not make the trip to Antarctica this Winter. Instead they will be going to the Arctic this winter. Winter deployments to the Arctic are unusual, but it is something the Coast Guard expects to do, once the planned fleet of six icebreakers is complete. Really I do not  know if we have ever done this before. It will certainly be a unique experience. Much of the time, there will be no sun at all.

ALAMEDA, Calif. — The U.S. Coast Guard Cutter Polar Star (WAGB-10) will deploy to the Arctic this winter to help protect the nation’s maritime sovereignty and security in the region. 

The United States is an Arctic nation, and the Coast Guard has served as the lead federal agency for homeland security, safety, and environmental stewardship in the Arctic region for more than 150 years.  As the nation’s primary maritime presence in the polar regions, the Coast Guard advances U.S. national interests through a unique blend of polar operational capability, regulatory authority, and international leadership across the full spectrum of maritime governance.

In April 2019, the Coast Guard released the Arctic Strategic Outlook, which reaffirms the service’s commitment to American leadership in the region through partnership, unity of effort, and continuous innovation.

“The Arctic is no longer an emerging frontier, but is instead a region of growing national importance,” said Vice Adm. Linda Fagan, commander of U.S. Coast Guard Pacific Area. “The Coast Guard is committed to protecting U.S. sovereignty and working with our partners to uphold a safe, secure, and rules-based Arctic.”  

Typically, the Polar Star travels to Antarctica each year in support of Operation Deep Freeze, the annual military mission to resupply the United States’ Antarctic stations, in support of the National Science Foundation.

This year’s maritime resupply at McMurdo Station was cancelled due to COVID safety precautions, and a limited resupply will be conducted via aircraft.  However, Operation Deep Freeze is an enduring mission that requires a heavy icebreaker for a full resupply, and the Coast Guard anticipates resuming this critical deployment next year.

“Steer Clear of the Polar Regions” –USNI

The US Naval Institute Blog has a new post. Its bottom line,

For Semper Paratus to move beyond a mere slogan, the Coast Guard should steer clear of the Poles, decommission the two heavy icebreakers, and redirect resources toward coastal operations to better secure the homeland. As the smallest armed force, the Coast Guard must proactively roll back the nefarious reach of transnational human smuggling and narcoterrorism for the sake of national security. Leave the Poles to the Navy and to private sector research-and-development firms.

I am not going to comment, but I am sure someone will.

A disturbing report from Alaska Fish Radio that a third of the VHF towers in Alaska are down and in many cases the Coast Guard is not monitoring channel 16 where it would be expected that we would.

The US Naval Institute Proceedings has a post by Commander William Woityra, U.S. Coast Guard

China’s failure to enforce treaties and sanctions and lack of corporate accountability should serve as a warning for the international community when it comes to Chinese participation in international agreements and instruments. Of recent interest is their 2018 signature of the Agreement to Prevent Unregulated High Seas Fisheries in the Central Arctic Ocean. The signatory parties committed to curbing high seas commercial fishing in the Arctic until the ecosystem is better understood, no sooner than 2034. Beijing’s participation in the negotiations, and signing of the fisheries moratorium, helps bolster its long-term narrative of China’s identity as a “near-Arctic state” with a legitimate right to involve itself in decisions about the future of the region.

Lately I have come to suspect that China’s lax attitude toward Illegal, Unreported, Unregulated (IUU) Fishing is not due to poor enforcement or even corruption, but that it is actually state policy and a part of a strategy to impoverish third world countries dependent on fishing, so that, encouraged by bribery, they will turn to China for loans for poor investment, that will default and ultimately allow the Chinese to take over their assets. Overfishing is perhaps an element in a new form of economic colonialism.

“The United States Needs a Deep-water Arctic Port” –USNI

The US Naval Institute Proceedings for Sept has a short article by By Captain Lawson Brigham, U.S. Coast Guard (Retired) advocating development of a deep-water port in Nome, Alaska.

Interest in a deep draft port in northern Alaska has been expressed in Congress, by the Secretary of the Navy, and the Commandant of the Coast Guard. Earlier we talked about the possibility of locating this facility at Port Clarence.

Port Clarence actually seems the larger natural harbor and has some infrastructure, including a runway, left over from when there was a Coast Guard LORAN station there. Nome (terminus for the Iditarod dog sled race) has a much larger population (about 3800 vs 24) and would require less supporting infrastructure development.

In any case it seems likely that the ability to control the Bering Strait will become strategically important some time in the future. Both are within 160 miles of the Russian side of the Strait, with Port Clarence being about 50 miles closer.

Until that time, it seems likely that the Coast Guard may establish a seasonal air station.

“Let the Coast Guard Helm Alaskan Command’s Maritime Component” –USNI

PACOM Area of Responsibilty

Two officers, one Army and one Air Force, both with experience in Alaska Command, find that the organization of naval support for the Command is problematic and suggest that making CCGD17 the Naval Component Commander is the solution.

In 2014, the subunified Alaskan Command was reassigned from Pacific Command to NorthCom. Alaskan Command owns the joint force activities in the land and air domains over Alaska and the Arctic and coordinates with Naval Forces Northern Command (NavNorth)—based some 4,500 miles from Alaska—for maritime joint operations. The Alaskan Command commander also is responsible to North American Aerospace Defense Command (NORAD) for the Alaskan region’s air defense and identification zone (ADIZ), which extends to the North Pole and along the eastern border of Russia. Currently, the maritime warning responsibilities in the Arctic are held at NORAD headquarters in Colorado, and maritime domain awareness responsibilities are retained with the NavNorth Commander in Norfolk, Virginia.

With three different chains of command, none of which own surface vessels around the waters of Alaska, Alaskan Command’s ability to conduct homeland defense is at risk because of a cumbersome command-and-control structure beset with the challenges of distance and limited expertise in operating in the Arctic. There is a more effective command-and-control structure to protect the homeland in the Arctic: establishing the U.S. Coast Guard as the Joint Force Maritime Component Commander of Alaskan Command.

This is recognition of a problem we looked at before, and my conclusion was that Alaska should be reassigned to PACOM. Short of that there is another alternative I will get to below, and they do seem to have a good workable proposal for a Joint Inter-Agency Task Force (North)

There has been almost no cooperation between the Navy and Alaska Command. That may be starting to change. In May the Navy conducted Exercise Northern Edge 2019. The Navy talked about this a relearning how to operate in the Arctic, but as far as I can tell, they never got into the Arctic. Apparently the Carrier Strike Group stayed in the Gulf of Alaska, but at least they did work with the Air Force in Alaska.

Admittedly the US Navy has limited capability in the Arctic.

“…the Navy’s minimal involvement in the region is for good reason: the Navy has limited Arctic capability, apart from submarines and patrol aircraft. Essentially, there are no current requirements levied on the U.S. Navy necessitating an Arctic presence.”

That also might be changing. It is not unlikely that the Navy will return in at least some fashion to Adak as it has in Iceland..

“Last year, the Navy indicated it would like to begin flying submarine-hunting P-8 Poseidon aircraft from Adak Island hundreds of miles off the Alaskan coast in the Aleutian island chain, which would put US aircraft at the westernmost airfield that can handle passenger aircraft in the United States.”

Joint Force Maritime Component Commander

To be the Naval Component Commander you have to be ready for high end conflicts as well as the more routine requirements. Submarines and Maritime Patrol Aircraft are critical assets for success in any major conflict in the Arctic. They are also forces the Coast Guard is not ready to command.

US Navy Fleet Organization

Surely that Maritime Component Commander should be Third Fleet. Additionally, as I noted earlier, It makes no sense to divide the Bering Sea and the Chukchi Sea between 3rd Fleet and 7th Fleet. Third Fleet should assume responsibility for all of PACOM’s Arctic waters including the entire Bering Sea and the Aleutians. (7th Fleet already has more than enough to do in the Western Pacific and Indian Ocean.)

Joint Inter-Agency Task Force (North):

Meanwhile it would make sense for the Coast Guard to participate in formation of a Joint Inter-Agency Task Force (North) for the purpose of Disaster Relief/Humanitarian Assistance, response to major SAR cases, and dealing with possible Russian, or even Chinese, Gray Zone operations in the Arctic.

GlobalSecurity.com brings us a Russian view of the possibility of war in the Arctic (including a mention of the USCG).

“The US also seeks to increase its activity in the Arctic. One of the strategies used by the Americans is deploying a significant number of US Coast Guard units in the region.”

(Maybe if one is a significant number?)

Fortunately, even this author, Mikhail Khodarenok, “military commentator for RT.com, a retired colonel, …who served at the main operational directorate of the General Staff of the Russian Armed Forces,” sees little likelihood of a major conflict.

Unfortunately he does see similarities to the situations we have in the Persian Gulf and the South China Sea where there have been, and we expect to continue to have, high levels of tension over the long term. This would be a change from the generally peaceful relations the Arctic nations have enjoyed for almost three decades.

There are a couple of points in his discussion that merit some comment.

“Western experts claim that Russia’s position on the NEP (North East Passage–Chuck)/Northern Sea Route is not always convincing, as allegedly it violates international maritime law to some degree and goes against the principle of the peaceful use of the seas and oceans. Moscow argues that Russia has authority over the NEP which passes through its exclusive economic zone (emphasis applied–Chuck) and any vessels willing to use this route have to ask for its permission.”

The Exclusive Economic Zone is purely about Economic exploitation, hence the name, and conveys no right to restrict  passage in any form. If the Russians start interpreting the meaning differently, as the Chinese seem to be trying to do, there may be trouble.

“…if the ice continues to melt at current rates. The Northwest Passage may become completely free of ice in the next 40-50 years. This route goes across the Arctic Ocean along the Northern shores of North America and the Canadian Arctic Archipelago. It will be the shortest way from Shanghai to New York. If that happens, it will give rise to the same kind of problems that exist today around the NEP. The US is most likely to claim authority over the route, (emphasis applied–Chuck) while China is sure to say that such claims violate maritime law and go against the freedom of navigation principle.”

Canada is likely to continue to claim that the Northwest Passage is internal waters and demand notification and permission for passage, but the US has been very consistent in considering it an international waterway where anyone, including the Chinese, can transit without prior permission, based on the same argument used to claim that the Northern Sea Route is an international waterway.

There is a good possibility that once our icebreaker fleet is a little larger, we can expect the Coast Guard will be asked to exercise Freedom of Navigation on both the Northwest Passage and the Northern Sea Route. Apparently we have already been asked regarding the Northern Sea Route.

Ironically this is one area where we may find agreement with the Chinese regarding Freedom of the Seas, at least in the Arctic. It is a question of how closely the Chinese will try to work with the Russians. This could become a source of tension between the two.

Navy is Exercising in the Gulf of Alaska

Seventeenth District units may see a rare sight this week, as Navy units are participating in Exercised Northern Edge 2019. The US Naval Institute News Service reports,

USS Theodore Roosevelt (CVN-71) is underway in the Gulf of Alaska. The carrier will participate in the joint training exercise, Northern Edge 2019 from May 13 to 24. U.S. Navy ships participating Roosevelt with embarked Carrier Air Wing (CVW 11), guided-missile destroyer USS Russell (DDG-59), USS Kidd (DDG-100), USS John Finn (DDG-113) and fleet oiler USNS Henry J. Kaiser (T-AO-187).

“Personnel from U.S. military units stationed in the continental United States and from U.S. installations in the Indo-Pacific will participate with approximately 250 aircraft from all services, and five U.S. Navy ships. For the first time in 10 years, a Pacific Fleet aircraft carrier will be participating in the exercise,” according to a statement from the U.S. Pacific Fleet.
“Participants will serve as part of a joint task force, which will help enhance multi-service integration and exercise a wide range of joint capabilities.”

JOINT BASE PEARL HARBOR-HICKAM, Hawaii – Approximately 10,000 U.S. military personnel are participating in exercise Northern Edge 2019 (NE19), a joint training exercise hosted by U.S. Pacific Air Forces, on and above central Alaska ranges and the Gulf of Alaska, May 13-24.

NE19 is one in a series of U.S. Indo-Pacific Command exercises in 2019 that prepares joint forces to respond to crises in the Indo-Pacific. The exercise is designed to sharpen participants’ tactical combat skills, to improve command, control and communication relationships, and to develop interoperable plans and programs across the joint force.

Personnel from U.S. military units stationed in the continental United States and from U.S. installations in the Indo-Pacific will participate with approximately 250 aircraft from all services, and five U.S. Navy ships. For the first time in 10 years, a Pacific Fleet aircraft carrier will be participating in the exercise.

Participants will serve as part of a joint task force, which will help enhance multi-service integration and exercise a wide range of joint capabilities.

Major participating units include: U.S. Indo-Pacific Command, U.S. Pacific Air Forces, U.S. Pacific Fleet, Marine Corps Forces Pacific, Air Combat Command, Air Mobility Command, Air Force Materiel Command, U.S. 3rd Fleet, Air National Guard, Air Force Reserve and U.S. Naval Reserve.

NE19 is the largest military training exercise scheduled in Alaska this year with virtual and live participants from all over the United States exercising alongside live players.

Notably missing is any mention of Coast Guard participation, although I suspect Coast Guard units in fact are participating. Would appreciated any comments on actual Coast Guard participation.

“Rushing Navy Ships into the Arctic for a FONOP is Dangerous” –USNI

An interesting discussion of the Navy’s proposed Freedom of Navigation Operation (FONOP) in the Arctic which would presumably require Coast Guard assistance.

Within these stories are three different ideas: first, that the Navy is interested in expanding its physical presence in Alaska, through returning to Adak and/or a port on the Bering Strait ( Nome has been discussed for years); second, that Navy personnel need to regain operational familiarity with the Arctic environment; and third, that the Navy appears to be considering a freedom of navigation operation (FONOP) in the Arctic for summer 2019.

The first two ideas are unremarkable. Given the dearth of infrastructure and the challenging environment, both improved facilities and practical learning opportunities are required to ensure Navy vessels and aircraft operate safely and effectively.

The third idea—conducting a FONOP in the Arctic in just a few months—is a bombshell.

I seem to remember hearing that this had been discussed, and the Commandant had taken the position that the Coast Guard could not support the idea of a Freedom of Navigation Operation given the state of our icebreaker “fleet,” but apparently the idea is still alive, at least as of mid January.
